Analysis: What Can Russia's Admiral Kuznetsov Aircraft Carrier Do in the Mediterranean?


If tested in a showdown, Putin's sole old smoky carrier is unlikely to prove as capable - it's inferior, inexperienced and carries a history of mishaps. For now though, the Kremlin has one clear advantage.

The aircraft carrier Admiral Kuznetsov, flagship of the Russian fleet, entered the Mediterranean over the weekend, with a long stream of ridicule from the western media in its wake. Russia’s only aircraft carrier, a leftover from the days of Soviet power, carries a long history of mishaps, at sea and in port, and diesel engines which were built for Russia’s cold waters – as shown by the column of black smoke raising above it. It needs frequent refueling and resupplies and has never been operationally tested. And yet, there is significance to the deployment of Admiral Kuzentsov to the eastern Mediterranean, even though its contribution to the Russian war effort in Syria is likely to be minimal. It is nevertheless a potent symbol of the Kremlin’s intentions to continue influencing events in the region.

Admiral Kuzentsov and the aircraft it carries won’t change the balance of power in the Syrian arena in any major way. The Russians already have air-superiority above the wartorn country, thanks to its land-based aircraft there. The Su-33 and Mig-29s on Admiral Kuznetsov are fighter-jets modified for ship-borne operations and do not have sufficient range or payload for long sorties. If the U.S. administration changes its non-interventionist policy, what seems likely if Hillary Clinton, who supports a no-fly zone over Syria, is the next president, the Russian naval air squadron will be concerned mainly with defending its base – the aircraft carrier. Some of the warships accompanying Admiral Kuznetsov carry air-defense missiles, but these are not as efficient anyway as the S-300 and S-400 batteries Russia has already deployed to Syria, and will be mainly used for self-defense.


Russia’s fleet is inferior to a potential rival American force on two crucial points. Most of its technology is still very old and its personnel and equipment are not conditioned or proven in carrying out long-term operations far from their home-ports. Should the U.S., which has the ships, planes and expertise for these missions, and its allies, impose a no-fly zone over Syria and deploy a large force to enforce it, Admiral Kuznetsov and the other Russian ships will become sitting targets of Syria’s shore. So why did President Vladimir Putin send them there?

Aircraft carriers are strategic assets of major powers. Like nuclear weapons, which have not been used in over seven decades, they do not necessarily always have practical use, but they reflect a military capability that only a few nations hold. Deploying an aircraft carrier group to a faraway hotspot represents a global power’s strategic interests and is the most tangible manifestation of “power projection." By sending Admiral Kuznetsov to the Mediterranean, Putin is saying to the world, but first of all to his own citizens, that Russia once again has super-power aspirations. According to a report last week in the Moscow Times, there is disagreement within the Russian defense establishment over the need for investing billions in aircraft carriers. Traditionally, the role of the Russian fleet is to protect the homelands sea approaches, not operate far from its borders. By this strategy, an aircraft carrier is an expensive and superfluous status symbol. The decision to continue operating Admiral Kuznetsov and to deploy it to the Mediterranean is a victory for those in Moscow who are in favor of maintaining all the super-power trappings, even if their tactical and strategic use are limited.

An aircraft carrier needs long months in port for repairs and refitting between each period at sea. It needs also thousands of experienced seamen and aircrew to operate. This is an investment over decades in training and professional development. The only country that has the capability to send a carrier group anywhere in the world a short notice is the United States with its ten Nimitz-class “super-carriers." Each of these can carry an air-wing of ninety aircraft, including up to sixty F-18 fighter-jets, as well as electronic-warfare, command and control, transport, air-refueling and search and rescue aircraft. The U.S. also has nine smaller carriers, carrying mainly helicopters and vertical take-off and landing aircraft. It has been operating carriers around the world since Word War Two. No other nation has anything that comes close and Russia’s single carrier, like those operated by a handful of other countries, is much smaller, and can only carry out much more limited missions, with less availability.

The U.S. does not currently have a carrier in the Mediterranean. If the administration, or the next one, decides to act more forcefully in Syria, it could deploy the Eisenhower from the Persian Gulf or the George Washington from the Caribbean in a few days. It could even choose to deploy two or three carriers. France’s Charles De Gaulle is already in the eastern Mediterranean. Of all the non-American carriers, this is the largest and most sophisticated, with two squadrons of the Rafale M fighter-jet onboard. The Charles De Gaulle and its aircraft are also the only carrier group fully interoperable with the U.S. Navy, with both Rafale and F-18s capable of landing both on American and French carriers. In case of a carrier-based showdown with the Russians over a no-fly zone over Syria between a joint U.S.-French force, along with the British operating from Cyprus, the superiority of the western coalition is clear in every parameter. 

For now though, Russia has one clear advantage. They are the only ones who have chosen a side in the war between the Assad regime and the rebels in Syria and are operating there. Putin has proved he is willing to follow through with his global aspirations. The sail of Admiral Kuznetsov is further proof. But Russian power is limited and effective mainly in the vacuum created by the west’s non-intervention in Syria. If tested in a showdown, it is unlikely to prove as capable. The old smoky carrier perfectly highlights these limits.

U.S. pitches F-35 jet to Ottawa as Liberals aim to replace fleet

The U.S. Air Force made a last-minute pitch to the federal government in favour of the Lockheed-Martin F-35, hoping to reassure officials about the long-term viability of the stealth fighter jet that the Liberals promised not to buy in the past election, sources said.
A top American officer who leads the F-35 Lightning II Joint Program Office, based in Virginia, travelled to Ottawa on Oct. 14 to meet with Canadian officials who are working on the purchase of Canada’s next fleet of fighter jets. Lieutenant-General Christopher Bogdan discussed the ongoing development of the state-of-the-art fighter jet, which has clients around the world but is still facing a series of technological problems, officials said.
The visit from Lt.-Gen. Bogdan came at a crucial time, as a small team of Liberal ministers are set to choose one of three options to replace Canada’s fleet of CF-18s: launch a full and open competition; buy a small number of fighter jets for an interim fleet; or purchase an entire fleet of jets through a sole-sourced acquisition.
Defence-industry officials expect the cabinet committee on defence procurement to meet on this matter next week. Federal officials declined to comment on the timing of the coming meeting, but said the government does not plan to let the complex file drag on.
There are widespread concerns in the Liberal government about the short-term risks associated with the acquisition of the F-35, which is still in development.
In September, 15 F-35s were grounded over the discovery of faulty insulation in avionics cooling lines in the aircraft’s wings, an issue that should be be fixed by the end of the year.
On a broader level, some Canadian officials were preoccupied by a recent report that raised a number of questions about the ability of the F-35 to achieve its promised capabilities.
Leaked to Bloomberg News over the summer, the report from the U.S. government’s Director of Operational Test and Evaluation warned that the F-35 program was “not on a path toward success but instead on a path toward failing to deliver” full capabilities by the scheduled end of its development in 2018.
Lt.-Gen. Bogdan was in Ottawa earlier this month specifically to discuss the Canadian government’s plans to buy new fighter jets.
“The general provided an update on the status of the program and answered questions to help ensure officials had as complete information as possible on the F-35 program, as the Government of Canada considers all of its options to replace their legacy CF-18 fighter fleet,” said Joe DellaVedova, a spokesman for Lt.-Gen. Bogdan.
Mr. DellaVedova would not give details of what was discussed at the meeting, but provided a statement by Lt.-Gen. Bogdan to dissipate concerns over the report from the Director of Operational Test and Evaluation.
“All of the issues mentioned are well-known to the F-35 Joint Program Office, the U.S. services, international partners and our industry team. … While nearing completion, the F-35 is still in development and technical challenges are to be expected. The program has a proven track record of solving technical issues and we’re confident we’ll continue to do so,” Lt.-Gen. Bogdan said.
There was no similar visit to Ottawa by American officials in charge of the Boeing Super Hornet, which is seen as the main rival to the F-35 in the race to replace Canada’s CF-18s.
Defence-industry sources said the U.S. Air Force is more supportive of the F-35 than the Super Hornet, which is operated by the U.S. Navy. Still, the Super Hornet program has had the opportunity to provide detailed information on its aircraft to Canadian officials, sources said.
During the past federal election, the Liberal Party said: “We will not buy the F-35 stealth fighter-bomber.” The Liberals promised an “open and transparent competition to replace the CF-18 fighter aircraft,” leading to the “purchase [of] one of the many, lower-priced options that better match Canada’s defence needs.”

Now that the first engine developed by the GE Honda Aero Engines joint venture is powering dozens of in-service HondaJets, the new turbine engine manufacturer is looking to the future, not only for the HF120, but new engines that could grow into a family of powerplants.
Two other companies had announced plans to use the HF120, but neither program has advanced very far. Spectrum Aeronautical was the first to formally announce an agreement with GE Honda Aero for an airplane powered by the HF120–prior to the HondaJet–but the company’s S.40 Freedom never made it into production. Earlier this year, there were rumors about restarting the Freedom program, but so far nothing has transpired. “There’s a glimmer of hope in [Spectrum founder] Linden Blue’s eyes,” said GE Honda Aero president Steven Shaknaitis. “He’s talking to the Mexican government about potentially building in Mexico. We had committed to doing the engine on the S.40 if it ever restarts.”
The other program was the Sierra Industries Sapphire, a re-engining of the original CitationJet, CJ1 or CJ1+ with the HF120.“We did some integration work, and we have a hope of someday powering CitationJets,” he said. The HF120 has already flown on a CitationJet testbed during engine testing, but according to Sierra’s new owner Innova Aerospace, the Sapphire program will now use a different engine.
The HF120 grew out of the HF118 that Honda designed and built and that powered the first proof-of-concept HondaJet. After the establishment of the 50-50 joint venture company, engineers from GE and Honda developed the more powerful 2,095-pound-thrust HF120, which has a 5,000-hour TBO and no hot-section inspection event.
The state of the joint venture is very healthy,” Shaknaitis said. “One of the key things we see is that the engine was designed by people who put commercial engines in the air. It might have been over-designed, but it’s a hell of a reliable engine with a high life limit.” As of early October, GE Honda Aero had delivered 120 engines.
There are some key attributes that give the HondaJet its outstanding performance (max cruise speed of more than 420 knots), and one that is significant is the HF120’s higher thrust at altitude. This is due to the wide-chord blisk-type fan with 3-D compound swept blades that enable a higher fan pressure ratio, according to the company.
The HF120 also features a high-pressure-ratio core, which is facilitated by the design of the compressor and its titanium alloy construction. This “enables the engine to minimize thrust loss during climb,” thus helping the HondaJet climb quicker and cruise faster at the mid-30s flight levels.
The HF120’s specific fuel consumption is relatively low, and this is because of the laser-drilled multi-hole combustor design, which “provides low pressure drop across the combustor and efficiently transfers compressor energy to the turbine,” and air-blast fuel nozzles providing better fuel atomization, which yields better fuel-to-air combustion, according to the company.
The unique over-the-wing-engine-mount scheme on the HondaJet does reduce vibration and noise in the cabin, but aspects of the engine design also help with those parameters. “A lot is due to our engine design,” said Daniel Harris, director of marketing and programs for GE Honda Aero. “We put a lot of effort into core and fan vibration, and we’ve got stringent standards that we agreed to with Honda Aircraft.” Some initial production engines didn’t meet the vibration standard due to the way the fan blisk was made, but that was fixed. “We had to craft assembly processes so the engines stay within the vibration limits for delivery,” he said. “You simply don’t hear and feel the engines.”
These low noise and vibration characteristics, said Shaknaitis, “will translate to fuselage-mounted engine too.”
With its airliner engines, GE is famous for on-condition maintenance programs where engines stay on the wing for tens of thousands of hours. While that isn’t likely for a business jet, which doesn’t fly nearly as much as an airliner, the HF120’s long 5,000-hour, no-hot-section TBO also contributes to lower operating costs. Design features that make the TBO so long include using super alloys to manufacture turbine blades so they can run hotter and last longer. Comprehensive engine monitoring is also an important factor.
We are getting to an on-condition kind of [situation],” Shaknaitis said. “We’re looking at data to help the industry understand how you can get there. Taking an engine off when you hit 4,999 hours, that’s not [efficient]. There’s so much data, so many sensors…can you capture that and do something with it that will benefit the owner?”
At its Burlington, N.C., factory, he said, “We’ve got a really good team, a state-of-the-art facility, and we’ve made tremendous gains coming up the learning curve. We’re ready to double down with this joint venture. We have a solid business, support infrastructure, spare engines, distribution centers, and everything you need we have put in place. Now we’re ready for the next step.”
That step could include new engines developed by the joint venture company. “We want to do another engine or two to serve other sectors in this business jet arena,” Shaknaitis said. “We believe the sweet spot is a 3,000- to 4,000-pound thrust engine. We are studying it, but we also need to have a home for it. We’re talking to people and trying to collect market intelligence. The Phenom 300 is the best-selling business jet now, and that’s the area we think is the place to play. We’re looking at key characteristics and requirements for the next engine, but we will not walk away from the best performance, quality and 5,000-hour TBO without a hot-section inspection. That’s where we’re not going to compromise.”

Air Force to keep The A-10 going to 2028


The Air Force Now Plans To Keep The A-10 Warthog Flying Indefinitely

The A-10 Thunderbolt AKA “Warthog” is a flying farm tractor. Slow, brutish, but reliable as the tide and endearingly indestructible and incredibly effective. Strategists have feared that the jet will be axed in favor of funding the F-35, but the U.S. Air Force recently confirmed that it plans to keep the A-10 flying “indefinitely.”

While the Air Force is theoretically supposed to be diverting the A-10’s operating expenses to feed the F-35 Joint Strike Fighter, the people in charge are now planning to keep the plane running.

“They have re-geared up, we’ve turned on the depot line, we’re building it back up in capacity and supply chain,” Air Force Materiel Command chief Gen. Ellen Pawlikowski told AviationWeek in a interview. “Our command, anyway, is approaching this as another airplane that we are sustaining indefinitely.”

While the beancounters and product planners are trying to push the A-10 off the board, Materiel Command is going to keep on keeping the planes in peak condition, which will give the A-10 it’s best chance of proving its worth over and over again.

And it seems to be working– the A-10 posted a five percent increase in its availability rate from 2014 to 2015, and the Air Force seems to keep postponing its demise.

The F-35 Joint Strike Fighter is supposed to be a do-it-all combat aircraft that can engage other planes in the sky, make long-range bombing runs and come in low and slow to support ground troops. It hasn’t gotten off to a great start, to put it lightly, and so far its effectiveness in any of those roles has yet to be truly tested in combat. That last move especially is the A-10’s specialty, and a big part of the reason the plane is so beloved by servicemen and women.

To embattled soldiers on the ground, the only sound more reassuring than an A-10’s engine is the BRRRT of its massive front cannon providing you with cover fire. At least that’s the prevailing lore you’ve probably already heard about this plane already.

The F-35 on the other hand, has established a reputation of being over budget and underperforming.

“My approach from a sustainment perspective is to approach this as if we’re just going to continue to keep these airplanes operating.” Pawlikowski continued in her AviationWeek interview. “We will wait as the dust settles as far as what the strategy will be; that discussion continues to go on and I think it always will as we look at the fact that our demand signal for our airplanes continues to be high.”

As it stands on paper, the A-10 fleet is apparently slated to start standing down in fiscal year 2018 and parked in boneyards by 2020. But Secretary Deborah Lee James has already told AviationWeek that the service is “considering keeping the jets in inventory longer than planned.”

To that end the Air Force is said to be in the process of putting new wings on its fleet of A-10s under a $2 billion contract with Boeing that was written up in 2007 and supposed to keep the planes going to 2028.

It sounds like the next big hurdles for the A-10 are the Air Force’s fiscal year 2018 budget and a defense policy bill that includes a provision to keep the A-10 active. Specifically, Arizona Republican Rep. Martha McSally wants to put one last barrier between the A-10 and retirement: a jet-vs-jet flyoff against the F-35.

BAE to increase Virginia-class submarine launch tube production


Work comes as BAE receives contract from General Dynamics Electric Boat.

WASHINGTON, Oct. 28 (UPI) -- BAE Systems has signed a contract with General Dynamics Electric Boat for the production of Virginia Payload Module, or VPM, Tubes for Virginia-class submarines, BAE announced.

The deal, for an undisclosed amount, will cover Block V boats and will involve certification, special tooling and other items, the company said in a statement.

The VPM is a mid-body section being integrated into Virginia-class submarines.
It includes four large-diameter payload tubes, each of which can store and launch up to seven Tomahawk cruise missiles.

VPMs will also offer flexibility when integrating future payloads.

BAE officials said the system is a cost-effective way to maintain strike capability as four SSGN guided-missile submarines retire.

The launch tubes are expected to be delivered starting in 2019.

BAE announced earlier this year that it would provide propulsors, hardware and tail cones for Block IV Virginia-class boats.

Virginia Payload module will increase cruise missiles on Virginia Submarines by 76%


The US Navy plans to build one of the two Virginia-class boats procured in FY2019, and all Virginia class boats procured in FY2020 and subsequent years, with an additional mid-body section, called the Virginia Payload Module (VPM). The VPM, reportedly about 70 feet in length (earlier design concepts for the VPM were reportedly about 94 feet in length), contains four large diameter, vertical launch tubes that would be used to store and fire additional Tomahawk cruise missiles or other payloads, such as large-diameter unmanned underwater vehicles (UUVs).


The four additional launch tubes in the VPM could carry a total of 28 additional Tomahawk cruise missiles (7 per tube), which would increase the total number of torpedo-sized weapons (such as Tomahawks) carried by the Virginia class design from about 37 to about 65—an increase of about 76%. The Navy wants to start building Virginia-class boats with the VPM in FY2019. Building Virginia-class boats with the VPM would compensate for a sharp loss in submarine force weapon-carrying capacity that will occur with the retirement in FY2026-FY2028 of the Navy’s four Ohio-class cruise missile/special operations forces support submarines (SSGNs).

ST. PETERSBURG, Russia, Oct. 28 (UPI) -- Russia's newest corvette's keel was laid during a ceremony Friday at The Northern Shipyard in St. Petersburg, Russian news agency Tass reports.

Known as The Derzky, or Project 20386, the 357-foot-long ship will feature advanced anti-submarine, anti-ship and air defense systems, Tass reported Friday.

The Derzky is an extension of the country's 20380 series of ships.

This corvette "incorporates many promising, modular solutions," and will be capable of taking on missions "far beyond the near seas," Viktor Chirkov, chief advisor to the president of United Shipbuilding Corporation, was quoted as saying at the ceremony.

While its hull and super structure will feature stealth characteristics, the ship will have a displacement of about 3,400 tons, with a 5,000 nautical-mile endurance and room for a crew of 80.

The Derzky will have a deck for helicopters and drones, and is slated to enter service in 2021.
Project 20386 continues a family of ships built under the designation 20380 and 20385.

Malaysia slashes 2017 defence budget

The defence budget announced by Malaysia on 21 October has taken a serious slash compared to a year earlier. The amount allocated to the Ministry of Defence for 2017 is MYR15.06 billion (US$3.6 billion), equating to a 13% drop.
The budget has fallen to 2012 levels, and it represents the largest single cutback since 1998.
Most of the budget is for emolument or management expenses (MYR11.68 billion), but it also includes a development expenditure for buying new equipment. The latter has suffered an MYR440 million reduction to MYR3.37 billion, the new figure representing the lowest development expenditure since 2014.
Major acquisition programmes will continue, however, including six Second-Generation Patrol Vessel - Littoral Combat Ships for the Royal Malaysian Navy, ongoing deliveries of AV8 Gempita 8x8 armoured vehicles and the final A400M transport aircraft.

Defence Minister Hishammuddin Hussein told reporters on 23 October that other projects in addition to the above will not be affected: MD 530G helicopters, refits for Scorpene submarines, and upgrades to C-130, Hawk and S-61A-4 aircraft.
Interestingly, operational expenditure has increased 1.68% to RM13.683 billion. 
With tensions in Eastern Sabah remaining high, money and assets continue to be prioritised to secure the Eastern Sabah Security Zone (ESSZONE). Thus, RM323 million is going on personnel deployment along the border, which may indicate a proposed ESSCOM brigade and border regiment have been funded.
A sea base and helicopter forward operating base are being established. AV8 and AV4 armoured vehicles will deploy to ESSZONE, and Hawk jets and H225M helicopters will be located at Labuan Air Base.
The Malaysian Army will receive the largest portion among the three services (RM5.42 billion), but all services are suffering tighter finances. The air force suffers the most with a 34% drop, while the navy’s allocation is 25% lower.
With such a squeeze, question remarks remain over the air force’s long-running Multi-Role Combat Aircraft (MRCA) programme, with no sign of any order coming soon to replace degenerating MiG-29s. Some sources speculate that the Rafale and Typhoon are now the two strongest remaining contenders.
The sharp drop in military expenditure stems from stiff economic headwinds being faced by Malaysia, especially with low commodity prices and a plunge in global oil prices. However, defence seems to have borne a disproportionate hit.
Malaysia’s purchasing power has not been helped by a 30% depreciation of the ringgit compared to the US dollar in the past four years.
Malaysia is now spending 1.2% of its GDP on defence. The Malaysian Maritime Enforcement Agency, essentially the national coast guard, receives its funding under the Prime Minister’s Department rather than the defence budget.
