JANUARY 30, 2021

Thai private companies It was selected as number 1 by the Philippine government to produce 4 by 4 wheeled vehicle.

Should be within reach of the national defense technology institute (NRSA) to be a leader in defense technology To meet the needs of the 'Thai Army' and its allies in 2021 by bringing research, production, development of military equipment. Push for self-reliance Significantly reduce imports from abroad

As soon as Gen. Prayut Chan-o-cha, Prime Minister and Minister of Defense, together with the Defense Technology Policy Committee, has approved the principles of the production and sale of equipment, joint ventures and promotion of defense industry operations. T. with the private sector

By the first two projects It is the establishment of a corporate entity consisting of the widely used Unmanned Aircraft (UAV) project. Not only the Ministry of Defense There are also government agencies. The private sector is constantly in demand. Be it small, medium or large unmanned aerial vehicle.

Weapons and ammunition scheme Is the basic weapon of the body And there is a large demand of security agencies, with the NBTC found that the private sector in Thailand has the capacity Including design, manufacture, assembly, improvement, transformation, transformation, and the ability to maintain equipment That will be able to reduce dependence from abroad

While the other two projects Not joining the establishment of a juristic organization consisting of the latest Offshore Patrol Boat Project, the Philippine Navy Received budget approval for the implementation of the project for procurement of 6 offshore patrol vessels, which the Thai agency has a shipyard with potential to build this type of ship, which can build 6 ships within a period of 4 years, divided into continuation. 2 ships in Thailand and 4 ships in the Philippines

And the 4 × 4 wheeled vehicle project, with the Philippines determined a second phase of the Army Improvement Program (2018-2022), which has the need to supply vehicles. 900 wheeled armored vehicles by Thai private companies have competed and were selected as number 1 by the Philippine government to produce 4 by 4 wheeled vehicles.

Gen. Preecha Pradubmook, director of the Defense Technology Institute, revealed that the meeting In addition to requesting approval for the principle of production and sales Also asking for approval PTT to be the representative to negotiate the purchase of equipment by the government to the government (G2G) because the government of the Philippines wants a government-to-government event. To prevent problems that will arise in the future

Thai private companies have the potential to produce 4 by 4 wheeled armored vehicles for the Thai Armed Forces and have been sold in many countries. Therefore, the NBTC has announced a joint venture for the manufacture of 4 x 4 alloy armored vehicles with private companies, thus promoting and supporting the national defense industry operations for the Thai private sector.

"A step from now PTT and the private sector will implement a systematic plan such as the 4 × 4 wheeled vehicle project after it has been approved in principle of production and sales. And as a trading agent By the way of the government to the government We came to make a business plan. How much will be in the first year? Year 2, how much if there is a risk or the production is not in time, who is responsible? Confirm that everything has been prepared, but the process has not yet been reached. "

Gen. Preecha further stated that before implementing all 4 projects, we must first look at the market whether there are clear customers or target groups. Such as unmanned aircraft PTTEP joint venture with foreign countries Which the country already produces and sells But sometimes he has some treaties that cannot be sold to other countries. And that he entered into a joint venture with the NBTC can be a sales channel to the country. Because the sale will be sold in the name of Thailand As well as weapons and ammunition projects Preparing to sell Middle East countries

“ NACC has an opportunity to promote the private sector. Employment was born in Thailand. Including acquiring knowledge Which we can only get with Investment, we have the law. While other departments can not Asked if there was a risk There was almost no sound. Because each country that joins the capital with Thailand He already has customers, but he just moved to production. "

Previously The research and development of national defense technology of the NBTC has been used as a prototype for the production of armaments. Ready to deliver to the army Put into the experiment, which truly meets the needs of use Only at that moment Not yet an industrial model Protect the country due to the law and budget

Until there has been a push for the National Defense Technology Act of 2019 with the objective To encourage development Systematic defense technology Since research, manufacture and use Which requires cooperation from other government agencies As well as the private sector

Approval on the principles of equipment production and sales, joint ventures, and promotion of defense industry operations for 4 pilot projects It is considered a success to another step for the Office of the NBTC because in addition to enabling the Thai military to be self-sufficient. Can also generate incomeinto the country as well. Source: bangkokbiznews.com

France orders 12 Rafale to replace those sold to Greece | EN24 World

January 29, 2021

“This order will ensure the sustainability of your workload plan and that of your subcontractors until the end of 2025“, said Minister of the Armed Forces Florence Parly during a visit to the Dassault Aviation site in Argonay, in Haute-Savoie.

France is ordering 12 Rafale fighter jets for its Air Force from Dassault Aviation to replace the 12 second-hand aircraft sold on Monday January 25 to Greece, Minister of the Armed Forces Florence Parly announced on Friday January 29. With the Rafales that the aircraft manufacturer must already deliver, “this order will ensure the sustainability of your load plan and that of your subcontractors until the end of the year 2025”, declared the minister during a visit to the Dassault Aviation site in Argonay (Haute-Savoie).

The Air Force will then number 129 Rafale, the Navy 42.

The amount of the transaction was not disclosed. It will be financed in particular by the proceeds of the sale to Athens of the 12 planes taken from the inventory of the Air Force, which is “in the order of 400 million euros”, according to the minister’s office.

The price of a Rafale “fully equipped, it’s a hundred million euros”, according to Dassault Aviation CEO Eric Trappier. “These devices will be delivered at the end of deliveries of the 28 already ordered from Dassault, namely in 2025”, told AFP the Chief of Staff of the Air and Space Army, General Philippe Lavigne.

China launched the second Type 054A/P frigate for Pakistan on Friday in Shanghai, as the Pakistan Navy Chief Naval Overseer highlighted at the launch ceremony that induction of the Type 054A/P warships will significantly enhance Pakistan's maritime defense and deterrence capabilities.

The launch of the second Type 054A/P frigate was held at Hudong-Zhonghua Shipyard in Shanghai on Friday, reads a statement the Pakistan Navy sent to the Global Times on the same day.

The occasion coincides with the completion of 70 years of Pakistan-China diplomatic relations built upon historic bonds of friendship and mutual trust, the statement said.

The Pakistan Navy has contracted the construction of four Type 054A/P frigates from China since 2017, and the first ship was launched in August 2020, media reported.

All the ships are being delivered as per the planned schedule, the Pakistan Navy statement said.

These will be some of the most technologically advanced platforms of the Pakistan Navy Surface Fleet, equipped with modern surface, subsurface and anti-air weapons, sensors and combat management systems, Admiral M Amjad Khan Niazi, Chief of the Naval Staff of the Pakistan Navy, told the Global Times in a recent exclusive interview.

"These ships will boost [the] potency of our fleet and significantly contribute in maintaining peace and security in the region," the Pakistani Admiral said.

Commodore Azfar Humayun, Pakistan Navy Chief Naval Overseer, said at the launch ceremony that he acknowledges the commitment and hard work of China Shipbuilding Trading Company and Hudong-Zhonghua Shipyard to keep this important program on track in the difficult times of the ongoing global pandemic, according to the Pakistan Navy statement.

Zhang Junshe, a senior research fellow at the PLA Naval Military Studies Research Institute, told the Global Times in a previous interview that the Type 054A, on which the Type 054A/P is based, is China's most advanced frigate.

Compared with previous Chinese frigates, the new version has better air defense capability, as it is equipped with an improved radar system and a larger amount of missiles with a longer range, Zhang said, noting that the Type 054A frigate also has world-class stealth capability.

The Hudong-Zhonghua Shipyard also launched China's third Type 075 amphibious assault ship on Friday.

China launched on Friday its third Type 075 amphibious assault ship — a genre of warship often referred to as helicopter carrier with the ability to conduct amphibious landing missions.

China has now launched three of the large warships at an astonishing speed since the second half of 2019, with Chinese military experts saying the country has cleared technical difficulties in building such kinds of vessel, and more can be built based on the needs of the Chinese People's Liberation Army (PLA) Navy.

With assistance from several tug boats, China's third domestically built Type 075 amphibious assault ship was launched from the Hudong-Zhonghua Shipyard in Shanghai on Friday.

The first Type 075 was launched on September 25, 2019, and the second one on April 22, 2020. All three were built in Shanghai, according to media reports.

The fast, concentrated construction and launches of the Type 075s indicate that China does not face any technical difficulties when building warships of this class, so they can now be mass produced, Wei Dongxu, a Beijing-based military analyst, told the Global Times on Friday.

Wei said that the exact number of Type 075s to be built will be determined by the actual needs of the PLA Navy.

China has urgent strategic and tactical needs in amphibious assault ship development; that is, it requires such warships to safeguard territorial integrity and sovereignty in the island of Taiwan and the South China Sea, multiple experts told the Global Times previously.

Boasting an advanced design, the Type 075 has a flat flight deck to carry transport helicopters that can rapidly send troops from a long distance at sea to the costal frontline or into the depths of hostile defense positions. It can also carry attack helicopters to provide fire support for landing troops, Wei said, adding that it can carry air-cushioned landing crafts, main battle tanks and armored vehicles on its hangar deck.

More Type 075 amphibious assault ships will boost the PLA Navy's capability to project power to the high seas and effectively safeguard China's overseas interests, since this ship class can act as a portable maritime base in amphibious missions, Wei said.

During peacetime, the ships can also be involved in humanitarian aid and disaster relief missions, experts said.

Chinese and overseas media reported recently that the first Type 075 has been conducting sea trials in the South China Sea since late 2020 and could be close to commissioning. The second ship has already finished its first sea trial which started in December 2020.

The Hudong-Zhonghua shipbuilding company, the manufacturer of the Type 075s, is building and moving to a new and more advanced shipyard on Changxing Island, Shanghai, and the new site's phase-I project is planned to be completed by 2023, the company said earlier this month.

Foreign media also speculated in mid-2020 that China is designing a newer amphibious assault ship dubbed the Type 076. Reports claimed it could feature electromagnetic catapults, fixed wing aircraft (including drones) and integrated electric propulsion systems.

The Hudong-Zhonghua Shipyard also launched the second Type 054A/P frigate for Pakistan on Friday.

Boeing gets U.S. approval to offer F-15EX to India | Reuters

By Aditi Shah

NEW DELHI (Reuters) - Boeing has received a licence from the U.S. government to offer its F-15EX fighter jet to the Indian air force, a senior executive said on Thursday.

Boeing will compete with Sweden’s Gripen and France’s Rafale among others for the Indian air force’s plan to buy 114 multi-role aircraft to replace its Soviet-era fleet.

Ankur Kanaglekar, director, India Fighters Lead, Boeing Defense, Space & Security, told reporters discussions on the F-15EX had taken place earlier between the two governments.

“Now that we have the marketing licence it allows us to talk to the Indian Air Force directly about the capability of the fighter. We have started doing that in a small way,” he said, adding conversations were expected to gather pace during the Aero India show next week.

India and the United States have built close defence ties, with the Indian military buying over $20 billion worth of weapons in the last 15 years.

Lockheed Martin is also pitching its F-21 fighter to the Indian air force, offering to build the plane in the country to win the deal estimated to be worth more than $18 billion.

Boeing is bullish on India for both its defence and commercial aviation businesses, even as the COVID-19 pandemic has hit demand for air travel, forcing airlines to first get their finances in order before ordering new planes.

Boeing expects domestic passenger traffic to return to 2019 levels by the end of this year, Salil Gupte, the company’s India head said, adding international traffic would return to pre-COVID levels only by 2023.

One of the planemaker’s biggest customers is Indian low-cost carrier SpiceJet Ltd, which has a large order for its narrowbody 737 MAX planes.

Boeing on Wednesday got the green light from the European Union Aviation Safety Agency (EASA) to return its 737 MAX planes to service after a 22-month ban and Gupte said it was working to get approvals from the Indian regulator.

Four of 29 retired aircraft sent to America this week in major deal worth tens of millions of dollars, Defense Ministry says

Twenty-nine retired Israeli F-16 fighter jets were sold to a North American company on Wednesday in a major arms deal worth tens of millions of dollars, the Defense Ministry said.

The planes were purchased by the company Top Aces, which simulates enemy aircraft in exercises with the United States and Canadian air forces.
Four of the fighter jets were flown to the United States on Wednesday, inside a massive Antonov An-225 Mriya cargo plane.

The F-16 jets — known in Hebrew as the Netz, or hawk — were some of the first models delivered to Israel from the United States in the late 1970s.

According to the Defense Ministry, one of the four planes delivered to Top Aces on Wednesday had taken part in the 1981 strike on Iraq’s nuclear reactor.

Israel has in the past struggled to sell its retired fighter jets. In 2019, Israel was forced to scrap a deal to sell retired F-16s to Croatia due to American opposition.

Washington apparently objected to that sale on the grounds that Israel’s upgrades made the planes more attractive to buyers than American models. The US said Israel needed to strip off the upgrades made to the US-made jets after Israel acquired the planes some 30 years ago, including sophisticated electronic and radar systems. Those upgrades, however, had been a crucial factor in Croatia’s decision to buy the planes from Israel, rather than from the US, leading to the entire deal being scrapped.

Times of Israel staff contributed to this report.

Heavy-lift helicopter: Sikorsky and Rheinmetall expand German industrial partnership on CH-53K

Heavy-lift helicopter: Sikorsky and Rheinmetall expand German industrial partnership on CH-53K

  • Teaming agreement renewed: Sikorsky and Rheinmetall continue to count on German industrial team
  • Bavarian Mittelstand company Reiser strengthens education and training of maintenance staff

Sikorsky and the members of the German CH-53K industry team have reaffirmed their commitment to cooperation through a new teaming agreement. Christian Albrecht, International Business Development Manager at Sikorsky, was pleased with the latest development: "We have been working intensively and in close coordination to develop a concept on how to best operate and maintain the CH-53K heavy-lift helicopter. The German industry is the perfect partner for this and guarantees the greatest possible degree of independence from foreign companies. We are all the more pleased that we have recently been able to win another exclusive partner," said Albrecht.

The US helicopter manufacturer is bidding for the production and operation of the Sikorsky CH-53K (King Stallion) as the Bundeswehr’s new heavy-lift helicopter. To this end, Sikorsky had formed a team of leading German technology companies at an early stage, including Rheinmetall, MTU Aero Engines, Autoflug and Hydro Systems - and now also Reiser Simulation and Training. The Bavarian medium-sized company is strengthening the German CH-53K industrial team as a subcontractor to Rheinmetall.

Mike Schmidt, Managing Director of Rheinmetall Aviation Services GmbH, was pleased about the strengthening of the German CH-53K team: "Reiser Simulation and Training GmbH is a proven specialist in the German aviation industry. Rheinmetall and Reiser will combine their technological experience in the field of training and simulation and together provide a high-quality offering that meets all the standards of the Bundeswehr." In this context, Schmidt referred to the already existing and successful cooperation between Rheinmetall and Reiser on the NH90 Sea Lion transport helicopter.

Having cancelled the so-called STH (“Schwerer Transporthubschrauber”, heavy-lift helicopter) tender last year, the German Ministry of Defense is currently soliciting bids for the former competitors from the US government in a so-called Foreign Military Sales (FMS) process. Such a program typically provides for the purchase of the basic version of an aircraft. In the case of the CH-53K, the basic version already fulfils all relevant mission requirements of the Bundeswehr. One of the major reasons for this is the CH-53K’s air-to-air refueling capability which is available as standard and which greatly expands the aircrafts operational radius.

CH-53K: Substantial workshare in Germany
The substantial participation of numerous German companies also underlines the importance of the project for Germany as an industrial location. Should the Bundeswehr procure the transport helicopter, a large part of the value creation of the CH-53K would take place in Germany. For German industry, this would mean new long-term jobs in the high-tech sector and an important transfer of know-how.

Reiser will contribute its expertise in the field of training and simulation to the project – especially in simulation offers and technical solutions for training maintenance personnel. The company is a proven partner for Bundeswehr training systems, for example in the NH90 project for the army and navy as well as for the Eurofighter of the German Air Force. Reiser thus ideally complements Rheinmetall's expertise in the field of simulation in the STH project.

Given the advanced progress of the project, Dr Roman Sperl, Managing Director of Reiser Simulation and Training GmbH, said now was exactly the right time to join the promising and immensely powerful industrial team. "We are very excited to be part of the CH-53K team now. We are experienced in working with Rheinmetall and together we will contribute to ensuring maximum operational readiness of the CH-53K." Sperl was convinced by the performance of the Sikorsky helicopter: "This helicopter sets a whole new technological standard. In our view, the Bundeswehr is well advised to choose the most innovative product and the best German industrial team."

The CH-53K ("King Stallion") is currently the most modern, intelligent and powerful heavy-lift helicopter on the market. Series production of the CH-53K in the US is progressing according to plan. Currently, more than 30 aircraft are in various stages of production. The first CH-53K is scheduled to enter service in 2023/24. The CH-53K successfully completed a two-year series of tests recently, including extensive fly-by-wire tests, sea trials and air-to-air refuelling, as well as further exercises under operational conditions. The US programme is now moving into a training period for the aircrews and technicians who will be involved in operational testing in spring. The CH-53K fleet has already completed thousands of flight hours.

About the German CH-53K team
Sikorsky formed a German industrial team early on and ensured that the expertise of local partners was incorporated directly into its bid. A large part of the added value of the project will be generated in Germany. The German CH-53K team is led by Rheinmetall. Other team members include Autoflug, Collins Aerospace, Hensoldt, HYDRO Systems, MTU Aero Engines, Rohde & Schwarz, Vincorion, ZFL and Reiser. The German-US CH-53K team is the prerequisite for a successful STH program and ensures high availability of the helicopter as well as reliable support and maintenance - throughout the entire service life of the helicopter.

WASHINGTON — The Biden administration has put a temporary hold on several major foreign arms sales initiated by former US president Donald Trump, including the deal to provide 50 F-35 advanced fighter jets to the United Arab Emirates, which was fast-tracked by Washington after Abu Dhabi agreed to normalize relations with Israel.

In addition to the massive $23 billion transfer of stealth F-35 fighters to the United Arab Emirates, another deal being paused is the planned major sale of munitions to Saudi Arabia. Both sales were harshly criticized by Democrats in Congress.

“The department is temporarily pausing the implementation of some pending US defense transfers and sales under Foreign Military Sales and Direct Commercial Sales to allow incoming leadership an opportunity to review,” the State Department said in a statement.

“When it comes to arms sales, it is typical at the start of an administration to review any pending sales, to make sure that what is being considered is something that advances our strategic objectives and advances our foreign policy,” Secretary of State Antony Blinken said later Wednesday at a press briefing.....go to article
