Analysts: India won't ink a single-engine fighter deal before 2019

By: Vivek Raghuvanshi

NEW DELHI — India's single-engine fighter program, worth $12 billion, is unlikely to be "decided before 2019," analysts and officials say, even as the Indian Air Force has decided to hold flight tests of Lockheed's F-16 Block 70 and Sweden's Gripen-E, the two aircraft competing in the program.

Restricted expressions of interests were sent through Indian embassies to "some overseas participants" to take part in the program in October last year to elicit responses to produce single-engine fighter aircraft in India. Lockheed Martin offered to shift the assembly line of its F-16 Block 70, and Sweden offered to build the Gripen-E aircraft in India with technology transfer.

The F-16 fighter aircraft did not come up for discussion during last month's summit talks on June 26 between Indian Prime Minister Narendra Modi and U.S. President Donald Trump in Washington, said a Ministry of Defence official without commenting on the outcome of the talks.

However, analysts and officials are skeptical whether the program would come to an early decision. Some analysts even say the F-16 will never be bought by the Indian Air Force, or IAF.

"There isn't now even the slightest IAF interest in the F-16 Block 70 or any other variant," said Bharat Karnad, professor of national security studies at Centre for Policy Research.

When asked about the outcome of the flight trials the IAF will conduct, Karnad said, "Nothing, it will take time and delay any decision to beyond the 2019 election. Thereafter, the medium multirole combat aircraft, or MMRCA, metrics will still apply, and the F-16 will be rejected."

The F-16 and Gripen were both rejected after flight trials during the 2007 MMRCA tender, which was finally scrapped in 2014, leading to the outright purchase of France's Rafale fighter aircraft worth $8.8 billion that was inked last year.

An IAF official said that this time, only limited flight trials of the F-16 and Gripen will take place, which will be restricted to the upgraded components that were not in the 2007 MMRCA tender.

Daljit Singh, a retired IAF air marshal and defense analyst said, "The F-16 and Gripen fielded during the MMRCA selection did not have all the systems that the IAF would look for in single-engine fighters. AESA radars and EW systems have recently been integrated on the F-16 Block 70 and Gripen E, and they would be required to be evaluated."

"There isn't now even the slightest IAF interest in the F-16 Block 70 or any other variant," said Bharat Karnad, professor of national security studies at Centre for Policy Research.

MOD announces AW159 Wildcat helicopter work will stay in the UK

Defence Minister announces helicopter work will stay in the UK

Ministry of Defence, Defence Equipment and Support, and Harriett Baldwin MP

Published:25 July 2017

Minister for Defence Procurement Harriett Baldwin is pleased to announce that work on the AW159 Wildcat helicopter produced by Leonardo Helicopters in Yeovil will continue in the UK.

Options had been considered to relocate the fabrication work for future AW159 helicopters orders – the export version of the Wildcat helicopters already in service with the British Army and Royal Navy – overseas.

After careful joint analysis with the Ministry of Defence, Leonardo Helicopters in Yeovil has confirmed that it will carry out all future fabrication for the AW159 helicopter in the UK, with much of this work being undertaken at its Somerset facility – an agreement that will sustain 40 highly skilled jobs across the UK-based supply chain.

Wildcat is a highly versatile aircraft, capable of a wide a range of tasks over land and sea. The Royal Navy’s maritime Wildcat forms the core of the UK’s Frigate and Destroyer aviation capability and performs tasks including Anti-Surface and Submarine Warfare, force protection, transport and the vital information, surveillance, target acquisition, and reconnaissance (ISTAR) role. Similarly, the Army variant performs reconnaissance, command and control, force protection, and transport roles in a wide variety of environments.

Minister for Defence Procurement Harriett Baldwin said:

I am delighted that a solution for UK-based fabrication for the AW159 helicopter has been identified between the MOD and Leonardo Helicopters. An agreement that secures Yeovil as the home of AW159 and Wildcat production and maintenance in the UK.

This work has not only helped sustain 40 highly skilled jobs within the UK, but will act as a positive boost for the company and, through improved cost-effectiveness, their export customers. I would also like to pay tribute to Marcus Fysh MP, who has worked tirelessly to secure this great result.

Over a decade ago the MOD bought, as part of the 2006 Wildcat (then Future Lynx) demonstration and manufacturing contract, a number of specialised jigs and tooling for the fabrication of the AW159 Wildcat Helicopters. These essential parts are used to ensure airframe alignment, mould, patterns and manufacturing tools and gauges. These will now be used by Leonardo to carry out the fabrication work in the UK.

The MOD’s continuing commitment to the Wildcat was also highlighted earlier this year, when a £271 million five year deal was signed to deliver a range of support and training services for the UK’s entire fleet of 62 AW159 Wildcat helicopters, securing 500 jobs at Leonardo’s facilities in Yeovil and Royal Naval Air Station Yeovilton.

Indonesia plans to buy 11 Sukhoi SU-35 Flanker fighter jets

Indonesia plans to buy Sukhoi SU-35

Jakarta (ANTARA News) - The Indonesian government plans to buy 11 Sukhoi SU-35 Flanker fighter jets to strengthen the countrys air defense, Defense Minister Ryamizard Ryacudu said.

"We have just (discussed a plan) to buy Sukhoi and then drone. The other issue is cyber regulation," Ryacudu said after attending a limited cabinet meeting on military armament system at the Presidential Office here on Wednesday.

"We have negotiated on the purchase for two years," he stated.

Asked to comment on a plan to buy drone, he noted that the government is looking for a drone manufacturer which sells quality drone at affordable price and offers transfer of technology to help the country achieve self-reliance in defense industry.

"We will buy (drones) in small number and later develop them. Tomorrow, I will ask a drone manufacturer to come here to demonstrate its drones. As such, we will see which one is good," he remarked.

Meanwhile, Chief of the Defense Facilities Board Rear Admiral Leonardi said the Indonesian Air Force (TNI AU) needs drones with aircraft qualifications which can detect, identify, and attack something.

He added that the government plans to buy six drones with three batteries.

"Only China can sell drones to us and the others cannot. We have explored (to buy drones) under G-to-G scheme, with their specifications from the TNI AU," he said.

President Joko Widodo remarked at the meeting earlier in the day that the government must optimize the purchase of military armaments to help the country achieve self-reliance in defense industry.

The president explained that Indonesia has received a number of offers from other countries to cooperate in developing military armament system.

Indonesia plans to buy Sukhoi Su-35 (NATO: Flanker E) to replace F-5E/F Tiger II at the TNI AUs air squadron 14. (*)

For the first time, the Indian Navy has launched two naval offshore patrol vessels (NOPVs) built by a private Indian defense company. The NOPVs were built by the Anil Ambani-led Reliance Defence and Engineering Limited at its Pipavav shipyard in the western state of Gujarat.

New Delhi (Sputnik) — The two NOPVs are part of five ships under the P-21 project being constructed for the Indian Navy by RDEL at a cost worth $375 million. The two ships will be known as Shachi and Shruti in the Indian Navy.

"The launch is a significant and milestone event as these two NOPVs are the first warships to be launched by a private sector shipyard in India," Vice Admiral Girish Luthra, Flag Officer Commanding-in-Chief, Western Naval Command said.

Armed with 76-mm super rapid gun mount system along with two 30 mm AK-630 guns, the 105-meter-long patrol vessels with a displacement of 1500 tons can do speed up to 25 knots with the help of 20,000 kW diesel engine-driven propulsion systems. These guns will provide medium-range and short-range offensive and defensive capabilities. The armament is remotely controlled through an electronic fire control system. "It would be propelled by two diesel engines which can deliver speeds up to 25 knots and has an endurance of about 6,000 nautical miles. All ship operations are controlled by an intelligent integrated platform management system, which has interfaces for all operational activities on board the ship," RDEL said in a statement.

Reliance Defense is also engaged in the construction of a training ship and 14 fast patrol vessels for the Indian Coast Guard at a cost of $150 million.

RDEL is competing with another Indian private shipbuilder L&T for the $4.5 billion Indian Navy project for the design and construction of 4 landing platform docks and 8 warships of the anti-submarine warfare swallow water crafts. Bids are expected to be opened in the next few months.

Russia completely indigenize Ukrainian components on AI-225 turbofan engine

Russian jet engine manufacturer, Salut has successfully completed testing of the fully indigenised version of the Ivchenko Progress AI-225-25 low bypass turbofan engine, which powers the Yakovlev Yak-130 combat trainer aircraft.

The Ukrainian components, which earlier consisted half of the engine has been completely replaced by Russian made parts, following suspension of military and diplomatic relations between the two countries due to the Crimean crisis.

The localized engine demonstrated improved reliability and extended service life, during ground testing carried out on the first indigenous engine manufactured by Salyut.

Service life and mean time before overhaul (MTBO) of Salyut manufactured AI-225-25 engines have now more than doubled. The MTBO increased to 1,500 flight hours from the earlier 600 hours and service life increased to 3,000 hours from 1,200 hours.

Localisation of the engine was completed in 2015, and is currently being produced at Salyut's Moscow factory. Company has already supplied the engine to Russian armed forces and is also providing comprehensive after sale support services.

Since introduction into Russian service in 2012, more than 80 Yak-140 trainers have been delivered by Irkut Corporation.

The Yak-140 is powered by two AI-225-25 engines rated at 24.5 kN thrust each. The engine features a two-stage axial low-pressure compressor, an eight stage high-pressure compressor, an annular single-stage combustion chamber, a single-stage cooled turbine of high and uncooled low-pressure turbine.

The FADEC controlled engine with a bypass ratio of 1.18 has a compressor ratio of 15.4 and weights 440 kg when dry.
