Pentagon notified U.S. Congress of $593 million military sale to Nigeria

WASHINGTON (Reuters) - The Pentagon has notified the U.S. Congress of the sale to Nigeria of 12 Super Tucano A-29 planes and weapons worth $593 million, which the West African country wants for its fight against the militant group Boko Haram.

The Federal Register on Monday published the Aug. 2 notification from the Pentagon’s Defense Security Cooperation Agency. The sale includes thousands of bombs and rockets and was originally agreed by former President Barack Obama’s administration.

The Super Tucano A-29, an agile, propeller-driven plane with reconnaissance and surveillance as well as attack capabilities, is made by Brazil’s Embraer. A second production line is in Florida, in a partnership between Embraer and privately held Sierra Nevada Corp of Sparks, Nevada.

The Super Tucano costs more than $10 million each and the price can go much higher depending on the configuration. It is powered by a Pratt & Whitney Canada PT 6 engine.

The Obama administration delayed the deal after incidents including the Nigerian Air Force’s bombing of a refugee camp in January that killed 90 to 170 civilians.

President Donald Trump has said he plans to go ahead with foreign defense sales delayed under Obama by human rights concerns.

During its Submarine Seminar 2017 held this morning, Saab Kockums announced that the A26 next generation submarine is now a family with three model range: Pelagic, Oceanic and Oceanic (Extended Range).

A26 Pelagic
The new Pelagic variant is a smaller version of the A26 designed for the Swedish Navy. A26 Pelagic measures less than 50 meters in length with a surfaced displacement of about 1,000 tons. Its range is 4,000 nautical miles at 10 knots and its endurance at patrol speed is over 20 days thanks to the AIP module. It standard crew complement is 17 to 25 sailors.

A26 Oceanic
The Oceanic variant is pretty much the "baseline" A26 designed for the Swedish Navy. A26 Oceanic measures 65 meters in length with a surfaced displacement of 2,000 tons. Its range is over 6,500 nautical miles at 10 knots and its endurance at patrol speed is over a month (30 days) thanks to the AIP module. It standard crew complement is 17 to 35 sailors.

A26 Oceanic (Extended Range)
The new Oceanic (Extended Range) variant is a larger/stretched version of the A26 designed for the Swedish Navy. A26 Oceanic (Extended Range) has a length in excess of 80 meters and a surfaced displacement of over 3,000 tons. Its range is over 10,000 nautical miles at 10 knots and its endurance at patrol speed is over 50 days thanks to the AIP module. It standard crew complement is 20 to 50 sailors.

All variants are fitted with a Stirling AIP and diesel electric propulsion system. Saab also says all three variant may be fitted with "sea/air/land weapon systems up request". The A26 family can be fitted with VLS modules for cruise missiles. All three variants have been designed for both tropical and arcic operational environments.

According to Saab, the A26 is a unique submarine with proven modular design, silent long-endurance Saab’s A26 uses the latest stealth technology and advanced tactical communication to allow submarines to integrate their communications with those of other defence forces and civilian agencies. Operational flexibility, together with a comprehensive weapons suite, enables it to carry out a wide variety of missions. The A26 submarine is designed for the following missions: Maritime security operations, Intelligence operations, Covert mine countermeasure operations, Special operations by carrying, deploying and retrieving special forces along with equipment and underwater vehicles, Underwater work, Anti-submarine & anti-surface warfare, Mine-laying in covert mode.

Saab Kockums is under an FMV (The Swedish Defence Material Administration) contract to deliver two A26 submarines to the Swedish Navy by 2022. Saab is also marketing the A26 to the navies of Poland, Netherlands and India.

Russia to Export Iskander Systems to Foreign Partners

Russian Iskander missile systems will be transmitted to foreign partners, as Russia’s Federal Service for Military-Technical Cooperation's head Dmitry Shugaev said Wednesday.

MOSCOW (Sputnik) – Russia’s Federal Service for Military-Technical Cooperation is considering several order applications from foreign partners for supplies of the Iskander missile systems, service’s head Dmitry Shugaev, said Wednesday.

"I confirm that there are applications, but it is too early to speak of them," Shugaev told a press conference.

The Iskander is a mobile ballistic missile system designed to destroy a wide variety of ground targets at a range of up to 500 kilometers (over 300 miles).

Meanwhile, the current portfolio of export orders for Russian military equipment is at in the range of $47-50 billion, half of the sum traditionally falls on aircraft exports, the FSMTC said Wednesday.

"We have a portfolio of orders in the range of $47-50 billion. We think that this trend will continue," FSMTC director Dmitry Shugaev told reporters.

By the way, the contracts Russia concluded with its foreign partners at the Army-2017 forum amount to $300 million, Russia’s Federal Service for Military-Technical Cooperation head Dmitry Shugaev said Wednesday.

Aug. 28 (UPI) -- Boeing has proposed the construction of a manufacturing facility in India for the F/A-18 Super Hornet fighter planes as part of the nation's planned acquisition of 57 carrier-based multi-role fighter aircraft.

The Indian Navy currently operates the MiG-29K from the INS Vikramaditya, a modified Russian-built Kiev-class aircraft carrier. India is currently building the domestically designed Vikrant-class carrier with two planned.

The Indian Navy has experienced serious maintenance problems with the MiG-29K due to stress on the airframe during carrier landings, as well as other serviceability issues. Planes often require significant repairs after routine landings, and many of the parts can only be secured from Russia.

The issues have led India to issue a requirement for 57 fighters for future aircraft carriers with several potential models being considered. Boeing's offer of domestic production of parts for the F/A-18 would be an advantage due to the logistical problems with the MiG-29K.

U.S. defense manufacturers having been making significant inroads in the Indian fighter market. Lockheed Martin secured a deal earlier this year to start producing the F-16 Block 70 Fighting Falcon single-engine jet in India, and there are many details still pending.

The F/A-18 Super Hornet is the primary carrier and land-based multi-role fighter of the U.S. Navy and Marine Corps. It has been widely exported and is expected to serve for decades to come alongside the F-35. The E/A-18G Growler is an electronic warfare jamming and anti-radar variant of the series.

Eastern European allies eye fighter jet, helo procurements

WARSAW, Poland — Russian intervention in Ukraine has provided increased impetus toward military modernization efforts in Eastern Europe. The region’s allies remain largely dependent on Soviet-designed aircraft, as demonstrated by the presence of Mikoyan MiG fighters in their air fleets, but a number of countries are in the process of procuring Western-made jets and helos to upgrade their air combat and transport capacities.

Countries pursuing programs to replace their outdated aircraft include Poland, Romania, the Czech Republic, Slovakia, Bulgaria and Croatia. Larger players, such as Warsaw and Bucharest, hope to use the procurements to attract investments by Western players. In addition to ensuring that their new copters would be produced locally, this would also allow Poland- and Romania-based plants to supply their output to other countries in the region. Increased defense spending in Eastern Europe is to ensure sufficient demand for helos.

Defense budgets on the rise

Jakub Janda, the deputy director of the Prague-based European Values think tank and an external consultant to the Czech government on Moscow’s disinformation efforts, told Defense News that the Russian-backed intervention in Eastern Ukraine has triggered increased spending and focus on defense capacities by the country’s decision-makers.

“In early 2014, Czech political parties signed an agreement to raise the defense spending to 1.4 percent of the GDP by 2020, so Moscow’s actions have initiated an awakening among the Czech political establishment. Russia’s aggression against Ukraine [also pushed] the Czech government to update the Czech national security strategy in 2015,” Janda said. “Moreover, the Czech government has launched a national security audit, which led to the development of a new policy aimed mainly at countering hostile influence ... from Russia.”

This year, the Czech defense expenditure is to total over 52.53 billion krona, worth $6.5 billion. This represents a 10 percent increase compared with 2016 and makes this year’s defense budget the largest in absolute numbers since 2007.

According to Janda, the Czech defense and security establishment has always seen Russia as the main state actor that poses a potential military threat to the Czech Republic.

“Now the politicians realized it as well,” the analyst said.

The Czech Republic already operates a fleet of Saab’s JAS 39 Gripen fighters and pays about 1.3 billion krona per year, worth $161 million annually, for its 14 jets. To replace the Air Force’s outdated Soviet-designed Mil transport helos, Prague is also planning to spend up to 12 billion krona, equal to $1.48 billion, to purchase about a dozen new copters. The leading contenders for the contract reportedly include two U.S. and two European industry players, and the offered helos include Sikorsky’s UH-60 Black Hawk, Bell’s UH-1Y, Airbus Helicopters’ H145M and Leonardo’s AW139.

In neighboring Slovakia last April, the country’s government obtained the State Department’s approval to purchase nine Bell 429 light utility helos under a deal worth an estimated $150 million. Bell is also the preferred option in Romania, where last August, the defense ministry signed a letter of intent with the manufacturer under which it is to acquire new combat helos. Under the plan, the producer is to establish a joint venture with a subsidiary of the country’s state-owned defense group Romarm to make copters in Romania and offer them to other potential customers in the region.

F-16, Gripen dominate tenders

The F-16 and the Gripen are the most widely considered options in the region’s fighter jet tenders. Lockheed Martin’s aircraft is the preferred choice in Romania, whose Defense Ministry plans to purchase 36 F-16s by 2020, according to a government strategy approved in August. The procurement is to be developed as part of a €9.8 billion, worth $11.5 billion, package to finance military procurements from 2017 to 2026.

In Croatia, where the authorities aim to acquire at least 18 fighter jets to replace outdated MiGs, the F-16 and the Gripen are the leading contenders, but considered alternatives comprise France’s Mirage, Israeli Kfir and a variant of the South Korean T-50.

Due to limited funds, Bulgaria’s Defense Ministry is mulling plans to purchase eight second-hand fighters. Three offers were submitted earlier this year, including Portugal’s F-16s, Sweden’s Gripens, as well as Italy’s Eurofighter Typhoon. But Bulgarian Prime Minister Boyko Borisov said last July that his government should focus on buying new fighters, not used ones.

In addition to the Czech Republic, the Gripen is already operated by Hungary, which leased 14 Swedish-made fighter jets, of which 12 aircraft are currently operable. Hoping that the Slovak government would also place an order for the Gripens, the Czech government has been considering to establish a joint air squadron with Hungary as the third partner. This said, Slovakia’s plan to replace the MiG-29s with new new fighters was postponed last year after Bratislava, Hungary’s capitol city, decided to extend the servicing contract for its Soviet-designed aircraft.

Poland, another operator of the MiG-29 in the region, has perhaps the most ambitious acquisition plans and the largest defense budget, with 37.4 billion zloty, worth $10.3 billion, earmarked for 2017, but the Defense Ministry has been struggling to accelerate its aircraft procurements. Since the incumbent government scrapped its plan to purchase 50 Caracal helos from Airbus Helicopters in October 2016, no replacement supplier has been announced. Lockheed Martin, Airbus and Leonardo have applied to take part in the relaunched copter tender.

Last June, Deputy Defense Minister Tomasz Szatkowski unveiled plans to acquire 5th-generation fighter jets for the Polish Air Force around 2025. Defense Ministry officials say that Warsaw is considering to purchase two squadrons of F-35 Lightning II jets, comprising 32 aircraft. The acquisition would add to the country’s existing fleet of 48 F-16 fighter jets and allow Poland to phase out its Sukhoi Su-22 and Mikoyan MiG-29 aircraft. However, an official procedure is yet to be launched, and offset negotiations are likely to be lengthy and cumbersome.

India to announce road map for single-engine fighter program

NEW DELHI — To accelerate the Make in India initiative under the strategic partnership model, the ruling National Democratic Alliance will formally issue a request for information next month to Lockheed Martin of the U.S. and Saab of Sweden to manufacture single-engine fighters in collaboration with a private company in the India.

The Ministry of Defence will float a request for information, or RFI, to Lockheed Martin for its F-16 Block 70 and Saab for its Gripen E next month, a senior MoD official said.

Under the new strategic partnership, or SP, model the two companies will be asked to submit offers of the single-engine fighters’ air power capabilities, the offer for India-specific technology transfer, indigenous solutions for the program and the offer for building an ecosystem for the program in the country, said a senior Indian Air force official.

“We have chosen both F-16 Block 70 and Gripen E because both single-engine fighters are fully upgraded, fully tested and are in full use,” the IAF official added.

Both Lockheed Martin and Saab will be given three months to respond to the RFI, which will then be evaluated by an IAF expert committee and the final selection will be made early next year, the IAF official added.

Likewise, an expression of interest, or EOI, will be issued to domestic companies in the next three to four months, who will, in turn, tie-up with overseas original equipment manufacturers, or OEMs, to build around 120 single engine fighters, initially costing around $18 billion under the strategic partnership model, an MoD official noted.

India’s ruling NDA government unveiled the SP policy in May, which allows major private defense companies to be nominated as entities to manufacture major defense platforms in partnership with OEMs.

Under this policy, nominated private entities will build submarines, helicopters, single-engine fighters and armored vehicles and battle tanks in India in the next 20 years.

An MoD official explained, “This is a very important and complex program, and the government, therefore, will have to prepare a full proof policy so that it moves forward without any glitches and cost overruns, keeping in mind that the Indian Air Force gets the latest single-engine fighters for the next 30 to 35 years.”

We aim to ink the contract in the next three to four years and will ensure that India-specific single-engine fighter will start to be produced in the country by a private company in the next eight years, he added.

After evaluation of the EOI offer from private companies, the MoD will select two or three private players to build single-engine fighters in India.

A request of proposal or tender will be issued in the next 16 months to the selected private player who will, in turn, will tie-up with selected foreign OEMs to manufacture this fighter in India.

Both Indian players and foreign OEMs will be free to forge either a joint venture or equity partnership to execute this program in India.

A CEO of a private defense company who requested not to be named said: “This is indeed a very encouraging move by the government, because both private players and foreign OEMs were apprehensive about this program as no time frame was spelled out by the MoD.”

The machine is ready for testing, the Ministry of defense of Russia, reports "Military.of the Russian Federation".  The BT-3F is a new Russian tracked armored personnel carrier. Its development began in 2010. It is based on a BMP-3F infantry fighting vehicle with improved amphibious capabilities. It lacks turret of the BMP-3F, but has a raised superstructure, similar to that of the 1V172-2 artillery control vehicle. The BT-3F is intended for the Russian naval infantry units. Once in service it could partly replace a fleet of BTR-80 series8x8 armored personnel carriers, used by the Russian naval infantry units. A demonstrator of the BT-3F was first publicly revealed in 2016. It is unclear if the Russian Navy will adopt this armored vehicle. The BT-3F is also being proposed for export customers.

   The BT-3F can be launched at sea from amphibious assault ships. Its main role is to deliver marines from ship to shore under armor protection. The BT-3F is also intended to spearhead a beach and to secure coastline for ongoing troops. Once ashore the BT-3F can be used for patrolling, guard checkpoints, and carry troops and supplies further inland. In concept it is similar to the ageing Soviet BTR-50P, or the US AAV7 amphibious armored personnel carriers. However the BT-3F is a smaller vehicle, which accommodates less passengers.

   The BT-3F has some advantages over the current BTR-80 series armored personnel carriers, that are currently used by the Russian marines. It is much better protected, can carry twice more troops and has better off-road mobility due to its tracked configuration.

   Hull of this armored personnel carrier is of welded aluminum alloy armor. All-round 
protection is against 14.5 mm armor-piercing rounds. It is likely that the front arc is made of composite armor and withstands hits from 30 mm armor-piercing rounds. Protection could be enhanced by installing add-on explosive reactive armor kit. Vehicle is fitted with NBC protection system and automatic fire suppression system.
