In 2009, Nexter System was naturally notified of the contract relating to the Maintenance in operational condition [MCO] of the 254 Leclerc tanks then in service with the Army. Worth around 900 million euros [over ten years], this contract was one of the first to be “verticalized”, ie entrusted to a single service provider with overall responsibility for support.
"This will materialize in particular through its greater involvement in maintenance activities and its contractual commitments directly contributing to the achievement of fleet availability objectives", he was explained at the time.
When it came to an end, this contract was renewed on March 31 by the Integrated Structure for the Maintenance in Operational Condition of Land Equipment [SIMMT]
“Amount in excess of one billion euros, this new fixed price contract with a commitment to results covers, for a period of ten years, the Maintenance in operational condition (MCO) of the Leclerc tank and its repairman. The longevity of the Leclerc tank is therefore assured ”, announced the Ministry of the Armed Forces.
Compared to the first contract, the one that has just been notified, called MSS2 [Service support contract 2], takes into account feedback [RETEX] in order to improve the availability of Leclercs. In particular, Nexter will have “reinforced” obligations in terms of the supply of spare parts. In addition, maintenance operations will be carried out in conjunction with the Land Industrial Maintenance Service [SMITer].
The MMS2 "includes the management, delivery of spare parts, documentation, technical control and technical assistance of the regiments", details the ministry. It also provides for the possible use of maintenance services and full support for Leclerc tanks from the training parks of Canjuers [Var] and Mourmelon [Marne]. "
“The contract thus includes a 'technical mastery' component, steered by the General Directorate of Armaments [DGA] in order to adapt the coverage of support. It is supported by a mid-life renovation operation allowing both to consolidate the industrial tool, to deal with heavy obsolescence and to integrate the Leclerc tank into the valued SCORPION info bubble ”, further specifies the Ministry of the Armed Forces.
As of July 30, 2020, the Army had exactly 222 Leclerc tanks and 18 DCL [Dépanneurs Char Leclerc]. As part of the SCORPION program, 200 copies must be renovated, including 122 by 2025.
