USAF suspends light attack experiment

The US Air Force decided to end the second phase of a year-old experiment with light attack aircraft early, due to the fatal crash of a Sierra Nevada/Embraer A-29 Super Tucano on 22 June.

The suspension ends a flying evaluation of the Super Tucano and the Beechcraft AT-6 Wolverine two weeks before a scheduled public demonstration at Holloman AFB, New Mexico on 19 July.

The public event is postponed to a date that will be announced later, the service said.

“A combination of sorties flown during [the] light attack experiment phase I [last year] and [the] May-June portion of [the] light attack experiment phase II generated sufficient data to meet experimentation objectives,” the USAF says. “Even though the flying part of the experiment is concluded, developmental test, maintenance and sustainment data collection portions will continue as necessary to inform an acquisition decision.”

The USAF plans to use data gathered from the experiment to decide whether to buy potentially hundreds of light attack aircraft. The hope is these fighters could be cheaper alternatives for certain missions to using aircraft such as the Lockheed Martin F-35 and Boeing F-15.

The service said it did not have a timeline for when it would pick a winning aircraft.

The trials were suspended after a US Navy pilot died and another crew member suffered minor injuries after both ejected from an A-29 about 56nm (105km) north of Holloman AFB at the Red Rio Bombing Range last month. The crash would not harm Sierra Nevada/Embraer's chances of winning the competition, the USAF said.

The USAF said it didn’t have any new information on the cause of the aircraft mishap, which remains under investigation.

ISTANBUL (Reuters) - Turkey will sell four corvette ships to Pakistan’s navy, Defence Minister Nurettin Canikli was quoted as saying by state-run Anadolu agency on Thursday.

Turkey said last year it signed a memorandum of understanding for the sale, and Canikli said the tender was now finalised, describing it as Turkey’s biggest single military export deal and “a very important day” for the defense industry.

State-owned general insurer New India Assurance will have to fork out around Rs 2.5 billion in insurance claims to Hindustan Aeronautics Ltd (HAL), following the crash of its Sukhoi Su-30 fighter jet near Nashik last week.

This will be the largest claim in the aviation sector for Indian insurers in the last three years, said sources. 

The Su-30 aircraft was on a pre-delivery test flight when it crashed last Wednesday. There were no casualties. HAL had insured the aircraft with New India Assurance for around Rs 2.5 billion. The policy covers manufacturer liability arising from accidents or incidents before it is handed over to the air force.

HAL has manufactured over 4,000 aircraft for the defence forces since its inception in 1940. It manufactures Sukhoi Su-30 under a licence agreement with the Russian firm. 

A HAL spokesperson did not respond to an email query.

New India Assurance Chairman G Srinivasan said: “We have been informed of the Sukhoi crash and the Rs 2.5 billion claim. The survey is going on.” Over 90 per cent of the company's aviation insurance business has been reinsured with domestic and foreign reinsurers, he added. 

The Sukhoi loss last week will result in the largest aviation payout since Chennai floods of December 2015. Eight jets owned by corporate houses were damaged during the floods, resulting in claims of around Rs 5 billion. The actual payout is unknown but believed to have been around Rs 4 billion, making 2015 one of the worst years for aviation insurance in India.

Last week, a KingAir C-90 aircraft crashed in Mumbai. This is expected to result in a claim of Rs 70 million. 
Global reinsurance rates have seen some hardening since last winter as hurricanes in the United States have resulted in multi-billion dollar loss claims, thereby wiping out profits.

However, the aviation insurance market in India is not expected to be affected much by the Su-30 crash. “The HAL insurance cover has been reinsured with domestic and foreign companies. We do not expect the incident to result in an immediate increase in premiums,” said Nikhil Kulabkar, lead of aviation practice at JLT Independent Insurance, a broking firm.

There have been a few large claims from airlines in the last three years, including Air India Express, Jet Airways and SpiceJet, for damage to their aircraft in air safety incidents.

Air India Express claimed around $20 million after an aircraft veered off the runway, with its wheels stuck in a drain at Kochi airport last September. The aircraft's engine, nose wheel and fuselage were damaged. It was back in service from January after an overhaul.  

Jet Airways said it received Rs 400 million in claims towards damage of its aircraft in the previous financial year, while SpiceJet had a large claim when its plane veered off the runway in Mumbai last September.

Hunter Class Marks New Era for Navy’s Future Fleet


Navy’s future frigates will be known as ‘Hunter Class’ with the Chief of Navy confirming the first of the Hunter Class Guided Missile Frigates (FFG) to be commissioned in the late 2020s.

In a signal to all Navy personnel, Vice Admiral Barrett said class name was chosen to reflect the tradition of naming RAN ships that promote Navy’s bond with the Nation. In this case, the first three ships of the Hunter class will proudly carry the names of three major Australian regions, all with strong historical maritime and naval ties.

The first batch of three will be named HMA Ships Flinders (II) (SA region named for explorer Captain Matthew Flinders – first circumnavigation of Australia and identified it as a continent); Hunter (NSW region named for Vice-Admiral John Hunter – first fleet Captain and 2nd Governor of NSW); and Tasman (state and sea named for explorer Abel Tasman – first known European explorer to reach Tasmania, New Zealand and Fiji).

The class name was specifically chosen for the alternate interpretation of a ‘hunter’ personifying the role of the frigates as a submarine hunter, with the term embodying the pursuit of prey.

“The replacement of our eight Anzac Class Frigates with nine frigates optimized for anti-submarine warfare…will significantly enhance the lethality of our surface combatant capabilities,” CN said.

“These ships will incorporate world class design factors and integrated systems…that will change the way we conduct anti-submarine warfare operations. Our interoperability as a joint force and with our allies will improve.”

As a result of the construction and delivery drumbeat, the Anzac Class frigates currently in operation will be in service through to the early 2040s. CN said the future frigate announcement is a game changer for Navy, the ADF and defense industry. “Beyond the frigate design, this decision demonstrates that Navy is an intrinsic national capability that connects the private and public sectors to deliver a fundamental national objective – security above, on and under the sea.”

WASHINGTON ― China has launched a pair of new destroyers on July 3 from their dry docks in Dalian, Liaoning province, which borders North Korea, according to Chinese media.

The vessels are designed for long-range air defense, anti-surface warfare and anti-submarine warfare.

The completed construction of the two destroyers, widely known as Type 055 vessels, contributes to the People’s Liberation Army Navy’s determined naval buildup.

The recently launched vessels are equipped with multifunction phased array radars similar to the U.S. Navy’s Aegis system and could accompany future carrier battle groups as China continues to expand its carrier program.

China’s ambitions for a blue-water navy are no secret. In November 2012, then-President Hu Jintao reported to the Chinese Communist Party Congress his desire to “enhance our capacity for exploiting marine resource ... and build China into a strong maritime power.” Source: defensenews.com
