Japan picks Lockheed Martin radar for missile defense system: ministry official

Nobuhiro Kubo

TOKYO (Reuters) - Japan has selected Lockheed Martin Corp’s advanced radar for its multibillion-dollar missile defense system, a Japanese defense ministry official with direct knowledge told Reuters on Tuesday on condition of anonymity.

Japan plans to buy two Aegis Ashore batteries that it wants to deploy in 2023 in an upgrade of its missile defense system that could help ease trade friction with Washington and provide cutting-edge protection against the arsenals of North Korea and China.

Reuters reported last week that the candidates for the radar were Raytheon Co’s SPY-6 and a version of Lockheed Martin Long Range Discrimination Radar (LRDR).

The decision on the radar supplier means that Japan can add the purchase to a defense budget proposal slated for release in August, three sources with knowledge of the plan told Reuters previously. They also spoke on condition on anonymity.

The Japanese budget proposal comes amid an easing of regional tensions after the June 12 meeting in Singapore between President Donald Trump and North Korean leader Kim Jong Un.

Japanese military planners still see North Korea as an immediate danger, but they view China’s growing military power as a bigger long-term threat.

The Japanese defense official said that Lockheed’s radar had been selected due to its search capabilities and lifecycle costs, among other factors.

Turkish pilots to begin training on their first two F-35 fighters but the jets themselves to remain in U.S. custody for now

TRT World Now

With their F-35 program in limbo, Turkish pilots begin training in US

By: Tara Copp

Turkish pilots and maintainers have arrived at Luke Air Force Base in Arizona to begin training on their first two F-35 fighter aircraft ― but the jets themselves will remain in U.S. custody for at least the next year, the Pentagon said Monday.

The jets were flown by Lockheed Martin last week to the Arizona base, which is home to the F-35 international partner training program. Turkey’s pilots will likely take their first flight in them in about a month, after they complete some initial classroom and simulator training, said Air Force Lt. Col. Mike Andrews, a Pentagon spokesman. Completion of full pilot training, which is a condition of Turkey assuming custody of the jets takes between one to two years, Andrews said.

But Turkey may not get the jets even after training is complete. The Senate passed language in its version of the 2019 defense authorization bill that would block the jets’ sale to Turkey based on U.S. concerns over Turkey’s purchase of a Russian S-400 long-range air and missile defense system. The House would still need to agree to the language in the final version of the bill.

Both options, to transfer the jet or block it, have potential negative consequences. If Turkey obtains custody, it could lead to Russia gaining sensitive technical information about the aircraft through the S-400 system. If the F-35 transfer is blocked, it could agitate the NATO ally to the point that use of Turkey’s Incirlik Air Base is restricted. The U.S. has depended on Incirlik to conduct its air campaign against the Islamic State in Syria.

“Following established agreements, the U.S. government maintains custody of the aircraft until custody is transferred to the partner,” said Army Col. Rob Manning, a Pentagon spokesman. “The U.S. government has not made a determination on Turkey’s future participation in the F-35 Joint Strike Fighter program.”

Turkey has been a partner in the program since 2002 and has plans to acquire 100 of the fighters.

Until clear direction comes from the White House or Congress, the program will continue, Andrews said.

“The department is not going to comment on proposed legislation,” he said. “Until something changes, they are going to continue their flight academics at Luke.”

FC-31 may be picked for carrier aircraft

CCTV suspects that China stealth carrier aircraft model can make FC31 come back to life

On June 27th, the CCTV "Military Report" program publicly reported for the first time that Air Force Aviation developed a new generation of combat capability. A new type of fighter model with a conventional aerodynamic layout behind the pilot caused a high degree of media attention. It is seen that it is not the same as the 1.0 and 2.0 versions of the Vulture FC-31 fighter. It is considered to be a new generation of medium-sized twin-engine fighters called the J-21, which is based on the FC-31 fighter. Some new analysts who have made a lot of improvements, some analysts believe that this model is not a simple demonstration of the nature, but indicates that a new stealth fighter is about to enter the Air Force vision, military experts told reporters that recently the second around China is equipped with us The stealth fighters of the active forces, the media launched a variety of speculation and discussion, in the end need not need a medium-sized double-head stealth fighter, or the mass production of the 歼20 fighters plus the modern three-generation half-war fighters is enough, the discussion is intense and eye-catching.

One view is that the modern air combat system does not need the so-called "light and heavy collocation" mode of the third-generation machine to reduce costs, because the cost of the dual-mode medium-sized stealth fighter is not necessarily cheaper than the four-generation machine, and another one is developed. Medium-sized aircraft may be beneficial to the ship, but may not be beneficial to the Air Force. It is generally believed that the fourth-generation combat aircraft has an overwhelming advantage for the third-generation combat aircraft due to its stealth capability. However, modern air combat confrontation is a systemic confrontation. If it has systemic confrontation capability, it can weaken the combat capability of stealth fighters. As we all know, the main feature of the fourth-generation combat aircraft is stealth. It designs the shape and absorbing materials by adopting the concept of wave speed control. Such measures have greatly reduced the radar reflection cross-sectional area of the fourth-generation combat aircraft. It is generally believed that the radar reflection cross-sectional area of the fourth-generation combat aircraft such as the F-22 and the J-20 is about one percent of the third-generation fighter. The third-generation fighters such as the 歼-16, 歼-11 and 歼-10C have a maximum distance of 300 kilometers, so the F-22 and 歼-20 fighters are only over 20 kilometers. In this way, the F-22 and J-20 fighters face an absolute advantage in the third-generation combat aircraft in the super-horizon air combat.

Under modern warfare, stealth aircraft such as the F-22 and F-35 also need a sound air combat system to support them. For example, an early warning aircraft is required to provide target indications, a tanker is required for aerial refueling, and advanced and complete logistics support facilities are required. Therefore, against the F-22 and F-35 fighters, it is not necessary to attack the aircraft itself. Develop long-range air-to-air missiles or air defense missiles to attack the other side of the aircraft, air tankers, and weaken the ability of the other party to obtain information. Conventional ballistic missiles and cruise missiles are used. It is a viable solution to attack enemy air bases and make them unable to stand in the theater. Therefore, this view generally believes that three generations of improved fighters and a small number of four generations of aircraft can also deal with the attack of all four generations of aircraft. From the perspective of system operations, this view is understandable, but in several air force confrontation exercises in recent years, The "super killing" ability of the fourth-generation machine to the third-generation machine far exceeds the imagination of these people. In the future, the transition from "three generations of improved fighters + four generations of aircraft" to "four generations of aircraft + four generations of improved fighters" is the future. The direction of development.

Military experts have told themselves that the future war is a high-tech contest, reflected in the sudden, intense, extensive and extensive improvement of the accuracy of the war and the greater dependence on air power. To win, you must have the ability to seize the air superiority, that is, to seize the air superiority. The first is to carry out air interception on enemy aircraft to achieve the enemy aircraft in the air, and the second is to carry out anti-aircraft air strikes against the enemy and destroy the enemy aircraft on the ground. However, the mission of the fighter is to achieve an air monopoly, acquire and maintain air superiority, and attack enemy air and ground strategic and tactical objectives. As a elite fighter, the 歼-20 fighters mainly carry out the heavy responsibility of fighting the enemy's fourth-generation aircraft. At the same time, they will also become the key squadrons to attack the enemy's rear support aircraft, such as tankers and electronic warfare aircraft. One view is that ground attack In addition to the 歼-16 mission, it will obviously be necessary to have a new aircraft with stealth capability. This aircraft adopts a more mature three-generation improved fighter technology than the 歼-20, but has the stealth capability of the fourth-generation aircraft and has a large Mass production design.

All sorts of signs indicate that this latter view eventually prevailed. A few years ago , the chief designer of the F-15 aircraft said in an interview with reporters that the second-generation carrier aircraft will fly first before 2019 after the Navy selected a medium-sized two-sided stealth fighter. It is clearly imperative for the Air Force to choose a new aircraft based on the FC-31. The Air Force’s nearly 8,000 J-8, J-7, J-10A, J-11A and Su-27 need to be replaced, even if not 1:1 replacement also requires large-volume stealth fighters to maintain a necessary fleet of fighter jets . It is obviously not enough to rely on the production of a few hundred rafts. It cannot deny that an updated medium-sized pair of fours, whether or not they exist The aircraft is being developed. Russian defense contractor to overhaul eight strategic bombers by end of 2018

The missile-carrying planes are a crucial component of Russia’s nuclear triad

MOSCOW, June 29. /TASS/. The Tupolev company will overhaul eight strategic bombers Tupolev-160 and Tupolev-95MS by the end of this year, Defense Minister Sergey Shoigu said on Friday.

"By the end of this year eight such planes are to be overhauled. This will prolong their life cycle and enhance combat capabilities," Shoigu said in a distance conference.

The missile-carrying planes are a crucial component of Russia’s nuclear triad and it is essential to carry out their top-notch upgrade on time, Shoigu said.

Tupolev-160 is a strategic bomber capable of carrying nuclear cruise missiles. In 2015 the decision was announced to resume the upgraded configuration of these bombers - Tupolev-160M2. The Defense Ministry said their serial production would begin in 2023. The Aerospace Force is to acquire no fewer than 50 such planes.

The strategic bomber Tupolev-95MS is meant for attacking crucial targets in remote areas and deep inside continental theaters of military operations with nuclear missiles.

Trump guarantees F-35 deliveries to Ankara, says Turkish minister

29 JUNE, 2018 SOURCE: FLIGHTGLOBAL.COM BY: GARRETT REIM LOS ANGELES

Turkey’s foreign minister Mevlüt Çavuşoğlu says in a TV interview that US president Donald Trump personally promised to ensure the delivery of the Lockheed Martin F-35A to his country.

Opposition from the US Senate, House of Representatives and State Department to the delivery of the F-35A to Turkey is putting the final delivery of the stealth fighter at risk. Lawmakers and government officials complain that Turkey’s decision to purchase the Russian-made Almaz-Antey S-400 Triumf anti-aircraft system, alleged human rights abuses and military decisions by the country’s president Recep Tayyip Erdoğan put the Middle Eastern nation out of line with US interests.

But, Trump told Turkey’s government that he would take the steps necessary to make sure the NATO ally received the aircraft it ordered from Lockheed Martin, according to the country’s foreign minister in an interview with Turkish television station NTV on 29 June.

The National Security Council confirmed that the US president spoke with Erdoğan, but declined to confirm or deny that the F-35 was part of the conversation.

"President Trump spoke to President Erdogan on June 26 to congratulate him on his reelection and to reaffirm the strong bonds between the United States and Turkey as NATO Allies and strategic partners," said the NSC. "The two leaders recommitted to efforts to resolve issues in the bilateral relationship and to increase cooperation in addressing shared strategic challenges."

In defence of Turkey’s decision to purchase the S-400 system, Çavuşoğlu pointed in his TV interview to the fact that NATO ally Greece has the Russian-made S-300 anti-aircraft system.

However, the S-400 system is one of the most advanced surface-to-air missile systems on the export market and is advertised by Rosoboronexport with an "anti-stealth range" up to 81nm (150km). Military analysts have voiced concern about the S-400 exposing vulnerabilities in the F-35 if both systems were possessed by a single nation, especially a country such as Turkey whose loyalty to US foreign policy goals has wavered in recent years.

Lockheed officially presented the F-35 to Turkish officials in a public ceremony on 21 June 2018 in Fort Worth, Texas. However, the country is not expected to receive the stealth fighter into its own airspace until 2020 as its pilots and maintainers train in the US on the aircraft in the meanwhile.
