Embraer close to completing Portuguese KC-390 contract

Embraer is on the verge of completing a deal with Portugal confirming the country as the first export customer for the KC-390 tanker transport.

“We are discussing with the government the final contract,” the Brazilian airframer’s chief executive Paulo Cesar Silva said at a pre-Farnborough air show media briefing in Lisbon on 26 June.

It comes just over a year after Portugal opened negotiations to buy five KC-390s, with an option for a sixth, with deliveries starting in 2021.

Four nations – other than Brazil – originally committed to the military aircraft, which flew for the first time in 2015. However, progress with Argentina, the Czech Republic and Chile appears to have stalled.

After the USA, Embraer has its largest overseas industrial presence in Portugal, with several sections of the International Aero Engines V2500-powered KC-390 built at its Ogma subsidiary – a manufacturer of aircraft parts and a military maintenance, repair and overhaul specialist – near Lisbon. Embraer has also established an aerostructures factory, mostly for its business jets, in Evora.

“Portugal is a very big partner of us. We are happy with the relationship,” says Silva.

Silva says Embraer is on track to deliver the first production aircraft – the third KC-390 to be built – to the Brazilian air force’s 11th Wing in Rio de Janeiro by the end of the year. Brazil has committed to eventually field a 28-strong fleet.

Embraer is exhibiting the KC-390 at this year's Farnborough air show, as well as the Royal International Air Tattoo in Fairford that immediately precedes it.

SEOUL, South Korea ― South Korea’s arms acquisition agency unveiled June 29 the preliminary design of the KF-X fighter aircraft, nearly 30 months after the launch of the indigenous fighter development program in January 2016.

The disclose of the preliminary KF-X design came after the Defense Acquisition Program Administration, or DAPA, held a preliminary design review, or PDR, between June 26 and June 28 of the 4.5-generation twin-engine jet to decide whether to proceed to the next phase of critical design review, or CDR.

“Through the PDR, we’ve confirmed that all system requirements are met in the preliminary design so as to enter the CDR stage,” said Jung Kwang-sun, head of DAPA’s KF-X Program Group. “We plan to complete the detailed design work by September 2019 and begin the production of prototypes.”........Continue reading: HERE

India moves towards acquiring Russian S-400 missile systems despite US opposition

AFP

NEW DELHI: India is now swiftly moving towards acquiring five advanced S-400 Triumf air defence missile systems from Russia despite the looming threat of US sanctions, with the defence ministry clearing the decks for the proposed Rs 39,000 crore deal.

Top sources say the defence acquisitions council (DAC), chaired by minister Nirmala Sitharaman, on Thursday, approved the “minor deviations” in the mega S-400 deal that had emerged during the recently-concluded commercial negotiations with Russia.

“The S-400 procurement case will now go to the finance ministry for clearance and the PM-led Cabinet Committee on Security for the final nod. The country’s top political leadership will have to take a call on when the actual contract can be inked,” said a source.

The DAC was held just a day after the US on Wednesday night once again cancelled the inaugural “two-plus-two” dialogue between foreign minister Sushma Swaraj and defence minister Sitharaman with their American counterparts— Mike Pompeo and Jim Mattis— which was slated for July 6 in Washington.

TOI was the first to report in October 2015 that India had kicked off plans to acquire the S-400 missile systems + , which can detect, track and destroy hostile strategic bombers, stealth fighters, spy planes, missiles and drones at a range of up to 400 km and altitude of 30 km, in what was being touted as a game-changing military acquisition.......Continue reading: HERE

Singapore to announce F-16 fighter jet replacement plans in few months

Dewey Sim, John Geddie

SINGAPORE (Reuters) - Singapore will announce in the next few months plans to replace its ageing F-16 fighter jets, its defence minister said, listing a number of manufacturers that could be in the running for a deal potentially worth billions of dollars.

Singapore’s fleet of around 60 F-16 jets are at the tail end of their service and Ng Eng Hen told reporters it needs to make a decision to replace them soon because training pilots and building facilities for new models can take up to 10 years.

With Southeast Asia’s largest defence budget, the wealthy city-state is a key prize for global arms companies as it looks to invest in new technology and upgrade its equipment.

“Whether it’s Typhoons, whether it’s F-35s, whether it’s Sukhois, even now Chinese-made stealth fighters. I mean these are the usual suspects that you have to look at,” Ng said.

He was referring to the Eurofighter Typhoon that is built by Britain’s BAE systems and F-35s from U.S.-based Lockheed Martin. Sukhoi is a Russian manufacturer.

A modern fighter jet costs roughly about $20-$100 million depending on the manufacturer.

Singapore should make a decision in the next few months “to make sure that we can replace our F-16s in time,” Ng added.

Singapore’s F-16s first entered service in 1998. The country has typically used U.S.-made aircraft in the past, making the F35s - a variant of which appeared at the city-state’s airshow back in February - a likely successor.

The head of Lockheed’s international business said in February that Singapore was “seriously evaluating” a future purchase of F-35 jets - one of the world’s most advanced fighters which start at around $80 million (60.56 million pounds) each.

He said initial talks with Singapore were centred on the F-35B short take-off and landing variant, which he described as “a nice fit for a smaller land-constrained environment”.

Media reports show that Singapore had intended to buy four F-35s by around 2022, with the option to purchase another eight, but held off taking a decision on this in 2016.

Other F-35 customers in Asia include Australia, Japan and South Korea.

Britain’s BAE has offered Singapore’s neighbour Malaysia a UK government-backed financing deal to replace the country’s combat jets with their Eurofighter Typhoon.

Singapore purchase is always associated with politics so it will be no surprise if they settle for the F-35 and all the above list is just to make it look legit.

Another issue here is the JOKE price that is stated.  It makes the planes sound cheap, however in reality you have to multiply it by 3 or 4 times.  The F-35 after adding all the options and weapons will cost $400 million so 60 F-35 would be around $24 billion it will definitely be a burden even for Singapore.

If I were Malaysia I would consider the S-400 which would cost $1 billion per regiment and would immediately neutralize the F-35 advantages and is much cheaper.

First contract for 12 fifth-generation Su-57 stealth fighters signed

Russian military contracts 1st batch of 5th-gen Su-57 stealth fighters

The Russian military has signed the first contract to receive 12 fifth-generation Su-57 stealth fighters. The state-of-the-art jets are to be delivered to the armed forces next year.

“The first contract for 12 aircraft has been agreed on, and the deliveries under this contract will begin shortly,” Deputy Defense Minister Alexey Krivoruchko told reporters in Komsomolsk-on-Amur.

Praising the pace of the work by the Sukhoi aircraft manufacturer on the production of the new state-of-the-art, single-seat fighter, Krivoruchko added that engineers are finishing tests on the second-stage engines of the Su-57. The jet was known as the PAK FA and T-50 during development.

The Su-57, whose avionics system allows autonomous battlefield calculations to assist the pilot, is expected to eventually replace the iconic, but aging, Su-27 multipurpose fighters. After making its maiden flight in 2010, and after years of research and development, Russia's fifth-generation stealth fighters could come into service in 2019, CEO of Russia's United Aircraft Corporation Yuri Slyusar stated on Friday.
