Indonesia plans to buy two squadrons of F-16s, but also Su-35s

The Indonesian air force plans to buy two squadrons of Lockheed Martin F-16 Block 72 Viper fighters, while also following through on its plan to purchase a squadron of Russian’s Sukhoi Su-35s.

Jakarta plans to make the formal request for the aircraft on 1 January 2020, Marshal Yuyu Sutisna, air force chief of staff, said to local news agency Antara on 28 October.

"Insya Allah (God willing), we will buy two squadrons in the next strategic plan 2020 to 2024. We will purchase the newest type of Block 72 Viper,” he says. "The fact that several countries use them, and their number is large means they have very good reliability."

Indonesia already operates 33 examples of the F-16, Sutisna says.

The Block 72 is the latest variant of the F-16. It comes with conformal fuel tanks and structural upgrades, which extend the life of the aircraft up to 12,000h – 50% more than previous production examples of the F-16, says Lockheed Martin.

The aircraft also comes with improved electronics, including an active electronically scanned array radar, a new avionics architecture, an advanced datalink, targeting pod and the Automatic Ground Collision Avoidance System.

Lockheed Martin believes its backlog of 30 orders for the F-16 could more than triple based on demand from Middle Eastern and Asian countries, the company said on its 22 October earnings call.

Despite plans to buy US-made aircaft, Indonesia will also buy Russian-made Sukhoi Su-35s fighters in the next five years, says Sutisna. In August 2017, Jakarta said it would buy 11 Su-35s for $1.14 billion; a cash and barter deal that would likely include a mix of local farm products such as palm oil and coffee.

However, Indonesia’s interest in buying Su-35 fighters looked weakened after the imposition of US sanctions on Russia in 2017, said Victor Kladov, director of international cooperation and regional policy for Rostec, the Russian-government owned holding company which controls Sukhoi’s parent company United Aircraft Corporation. He made his comments at the MAKS air show in August in Moscow.

“We feel like some nations are more cautious,” says Kladov. “For instance, yesterday I talked to the Indonesian chief of the air force and he mentioned CAATSA, the US law. From what he says, I understand they receive threats. They are dependent not just on Russian equipment, they are dependent on a large part of US-made equipment. If as a punishment measure, let’s say, American manufacturers stop supplying spares, stop supporting American-made equipment, then there will be a breach in security in national defence in Indonesia. So, they are very cautious.”

In addition to its 33 F-16s, the Indonesian air force operates five Su-27s and 11 Su-30MKs, according to Cirium’s fleet analyser.

Operating a mixed fleet of aircraft from Russia and the United States helps Indonesia diplomatically play the two countries off of each other, while hedging Jakarta’s reliance on any one supplier.

However, mixed fleets are more difficult to maintain because fewer aircraft share parts and service personnel. Mis-matched aircraft also do not come with the same radios and data-sharing networks making cooperation in flight more difficult.

The State Department has made a determination approving a possible Foreign Military Sale to Croatia of two (2) UH-60M Black Hawk helicopters and related equipment for an estimated cost of $115 million.  The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Croatia has requested a possible sale of two (2) UH-60M Black Hawk Helicopters in standard USG configuration with designated unique equipment and Government Furnished Equipment (GFE), up to nine (9) each T700-GE-70 ID engines, and up to nine (9) each H-764GU/Embedded Global Positioning/Inertial Navigation (EGI).  Also included are Communication Security equipment including an AN/APX-123A Identification Friend or Foe (IFF) transponder, AN/ARC-201D RT-1478D, and AN/ARC-231 RT-1808A radios, aircraft warranty, air worthiness support, calibration services, spare and repair parts, support equipment, communication equipment, weapons, ammunition, night vision devices, publications and technical documentation, personnel training and training devices, site surveys, tool and test equipment, U.S. Government and contractor technical and logistics support services, and other related elements of logistical  and program support.  The total estimated program cost is $115 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a NATO ally.  The sale of these UH-60 helicopters to Croatia will significantly increase its capability to provide troop lift, border security, counterterrorism, medical evacuation, search and rescue, re-supply/external lift, and combat support.  These UH-60 helicopters will allow for interoperability with U.S. and NATO forces in rapid response to a variety of missions and quick positioning of troops with minimal helicopter assets.

Croatia intends to use these defense articles and services to modernize its armed forces and expand its existing army architecture in its efforts to provide multi-mission support in the region as well as combat terrorist threats.  Croatia will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment will not alter the basic military balance in the region.

The principal contractors will be Sikorsky Aircraft Company, Stratford, Connecticut; and General Electric Aircraft Company (GEAC), Lynn, Massachusetts.  There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale may require the assignment of an additional three U.S. Government and five contractor representatives in country full-time to support the delivery and training for approximately two-five years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

The Modernized Radar Frequency Interferometer enables faster detection and identification of threats, keeping pilots safe.


Under terms of a recent contract, Lockheed Martin (NYSE: LMT) will provide the U.S. Army and foreign military customers additional electronic warfare systems that enable faster detection and identification of threats. The Modernized Radar Frequency Interferometer system identifies intelligence, surveillance and reconnaissance (ISR) emitters and allows the pilot to detect and engage a threat long before the aircraft becomes vulnerable, increasing aircraft survivability and lethality.

“Since the first delivery of the MRFI production unit in February 2018, the MRFI program has delivered enhanced electronic warfare capabilities to our U.S. Army and international coalition customers,” Hamid Salim, vice president, Advanced Product Solutions at Lockheed Martin Rotary and Mission Systems said. “At Lockheed Martin, we continue to partner with our customers to modernize our forces and enhance their arsenal and capability readiness. We are extremely proud to offer this critical capability to the Apache warfighter.”  

The MRFI system delivers accurate Radar Frequency information by quickly detecting, identifying, prioritizing, and locating radars in dynamic battlefield environments to protect air crews.

The recent $42.7 million contract for MRFI systems represents a second delivery order and increases the total program value to $102 million. MRFI production will be performed in Owego, New York through 2022.

Lockheed Martin has provided more than 7,800 electronic warfare (EW) systems for more than 50 years to the U.S. Army, U.S. Navy and U.S. Air Force. EW systems provide electronic attack, electronic protection and electronic support to disrupt adversaries and protect warfighters.

Airborne EW systems include the AN/ALQ-210 for U.S. Navy and international MH-60R, AN/ALQ-217 for the U.S. Navy’s E-2C/D aircraft, and the APR-52 digital Radar Warning Receiver for U.S. Air Force Combat Rescue Helicopters. Additional airborne platforms include the AH-64D/E Apache Helicopter, B-2 Bomber, Canadian Maritime Helicopter and the CP-140. Naval EW systems include SEWIP Block 2 for aircraft carriers, cruisers, and destroyers, and BLQ-10 and Multi-function Modular Mast (MMM) for Virginia- and Seawolf-class submarines.

The highly-maneuverable hypersonic missile known as the Zircon will be installed on the Navy’s top-notch corvette, which is due to enter service next month.

Russian President Vladimir Putin stepped aboard the Gremyashchiy (thunderous) corvette while visiting a shipyard in Russia’s westernmost region, Kaliningrad, on Thursday.

The latest vessel was originally designed to carry 3M-54 Kalibr cruise missiles, but its captain said the ship can also be fitted very well with 3M22 Zircon sea-based hypersonic missiles, which are currently in development. The president confirmed that “the Zircons will certainly be there.”

The Zircon missile is described as one of the crown jewels of Moscow’s rearmament program, which includes several types of maneuverable hypersonic missiles. In February, Putin said the Zircons will be able to destroy seaborne and ground targets more than 1,000km away.

Earlier reports indicated that the missile will be test-fired from a ship near the end of this year, and will be launched for the first time from a submarine in 2020.

Launched two years ago, the Gremyashchiy is currently completing sea trials and is due to officially join the Pacific Fleet in late December. It is designed for combat submarines and other vessels, as well as assisting in amphibious assaults.

Raytheon’s Next Generation Jammer Mid-Band (NGJ-MB) for the US Navy has completed the first power generation flight test at Niagara Falls Airport in New York, US.

NGJ-MB, an airborne electronic attack weapon system developed by Raytheon for the US Navy’s EA-18G Growler aircraft, has generated its own power for the first time.

Data from the test will play a key role in the airworthiness authorisation decision to fly the jamming pod on the EA-18G Growler.

The jammer was put through three flight tests on board a Calspan commercial jet.

The objective of the tests was to assess the prime power generation system of the jammer.

NGJ-MB’s ram air turbine generator scoops air from the airstream and generates electricity.

The jammer is an advanced electronic attack weapon system designed to deny, disrupt and degrade enemy communication tools and air-defence systems.

Raytheon Electronic Warfare Systems senior manager Ernest Winston said: “This is the first time the pod generated its own power outside of a lab.

“Future tests will verify the power is sufficient to enable NGJ-MB to significantly enhance range, attack multiple targets simultaneously and perform advanced jamming.”

The company delivered the first NGJ-MB pod to the navy in July this year.

It is under contract to deliver 15 engineering and manufacturing development (EMD) pods for mission systems testing and qualification. The programme also includes the delivery of 14 aeromechanical pods for airworthiness certification.

Raytheon said in a statement: “Raytheon’s NGJ-MB ram air turbine generator is designed to give the Growler more power than it has ever had before to jam at unprecedented levels.”

The new pod is capable of providing an extended range and jamming signals simultaneously. The technology can also be scaled to other missions and platforms.

The navy checked the first NGJ-MB on an EA-18G Growler last month.

Japan’s fighter roadmap includes the purchase of 147 F-35A/Bs, development of a new fighter, and the upgrade of around half of its F-15 Eagle fleet.


The U.S. State Department has approved a possible $4.5 billion upgrade program for 98 of the Japan Air Self Defense Force (JASDF)’s fleet of Boeing/Mitsubishi F-15J Eagles to the Japanese Super Interceptor (JSI) standards. According to a Defense Security Cooperation Agency release, the program will see the delivery and integration of the APG-82(v)1 Active Electronically Scanned Array radar, Advanced Display Core Processor II Mission System Computer, ALQ-239 Digital Electronic Warfare System, ARC-210 digital radio, and other support systems such as the Joint Mission Planning System.

Most Japanese F-15Js were built by Mitsubishi Heavy Industries (MHI) between 1981 and 1997, and MHI will continue to be the prime direct commercial sales (DCS) contractor for the upgrade and integration, while Boeing leads the FMS elements and will act as subcontractor to MHI for DCS elements. Japan’s F-15Js have been heavily utilized in recent times on air defense missions, with an average of two scrambles daily, but it is unclear if the upgrade will also include extending the airframe hours.

The announcement comes months after the defense ministry requested 5.3 trillion yen ($50 billion) for the next fiscal year, primarily for the purchase of more F-35A/Bs. The unclear future of its domestic F-3 stealth fighter program and a relatively drawn-out introduction of the F-35A to replace more than 200 JASDF combat aircraft could have also prompted the decision to proceed with the JSI.  

Around the turn of the century, the F-15Js were locally upgraded with Raytheon AN/APG-63(V)1 radar, F100-IHI-200E engines, and new ejection seats, as well as certified to carry the domestic AAM-4 (Type 99) medium-range air-to-air missile. Later, in 2009, some received upgrades for Link 16 datalink and helmet-mounted sights for the AAM-5 (Type-04) short-range missile. 

The F-15s to be upgraded to JSI configuration are those that were originally delivered with the Multi-Stage Improvement Program (MSIP) modifications. Non-MSIP aircraft are due to be phased out and replaced by F-35s.

II Joint Strike Fighter, with the first squadron of what will eventually be a fleet of 105 F-35As and 42 F-35Bs already operational. The F-35s will replace the JASDF’s F-4EJ Phantom II and older F-15s that will not be upgraded, with the short take-off vertical landing F-35Bs earmarked for future operations aboard Japan’s Izumo-class helicopter destroyers.

MOSCOW, (BM) – NATO decided to classify the Russian 5 fighter of the Su-57 generation, learned BulgarianMilitary.com, quoting Topwar.

Recall that the North Atlantic military bloc has its own system of codification of foreign weapons when an English noun is added to the nomenclature alphanumeric group or to the name given by the manufacturer. A couple of examples: Su-25 has the NATO codification Frogfoot (“Frog foot”), and Su-30 has Flanker, this word has several meanings – from “hit the flank” to “fraudster”.

For the latest Russian Su-57 multipurpose fighter, NATO creators have chosen the Felon option. This was reported in the publication Scramble Magazine. In the literal translation into Russian, this word means “criminal”. This is how the NATO name of the Russian Su-57 describes this western magazine:

“Technically, Felon is anyone who has been convicted of a serious crime, but you can use this word to describe anyone who you think has done something terrible.”

Earlier, in relation to the fighter of the 5 generation of Russian production in NATO, the word “Frazor” was used, as the same magazine writes. But, as noted, this word was used when the Su-57 did not actually exist, but there was its prototype – T-50.

It is noteworthy that in the English language the word “Felon” refers not only to criminals, but also to a disease such as felon. Most often, this is inflammation of the tissues of the extremities – close to the nails, associated with the pathogenic effect of the fungus.

In any case, no inspiring romance from NATO regarding the Russian Su-57.
